Short description: 
FAKE ID CARD-FELONY                                                        

Synopsis of Bill as introduced:
        Amends the Illinois Vehicle Code to provide  that  any  taxi  cab      
   operating  in  a municipality with a population of more than 1,000,000      
   is  subject  to  inspection  by  the  Department  of   Transportation.      
   Provides  that a home rule unit may not regulate taxi cabs in a manner      
   inconsistent with these provisions.                                         
        SENATE AMENDMENT NO. 1.                                                
          Deletes reference to:                                                
          625 ILCS 5/13-101                                                    
          Adds reference to:                                                   
          15 ILCS 335/14A                 from Ch. 124, par. 34A               
        Deletes everything.  Amends the Illinois Identification Card  Act      
   to  provide  that  a  person  convicted  for  knowingly  possessing  a      
   fictitious  or  unlawfully  altered  Illinois  Identification  Card or      
   Illinois Disabled Person Identification Card, making  application  for      
   the  purpose of obtaining a fictitious identification card for another      
   person,  or  obtaining  the  services  of  another  person   to   make      
   application  for  the purpose of obtaining a fictitious identification      
   card is guilty of a Class 4 felony (instead of a Class A  misdemeanor)      
   or  a  Class  3 felony (instead of a Class 4 felony) if convicted of a      
   second or subsequent violation.                                             
          CORRECTIONAL NOTE, S-AM 1                                            
          Corrections population and fiscal impacts would be minimal.          
          JUDICIAL NOTE                                                        
          The bill would not increase the need for the number of judges        
          in the state.                                                        
          STATE MANDATES FISCAL NOTE (DCCA)                                    
          SB 452 fails to create a State mandate.                              
          FISCAL NOTE, S-AM 1 (Dept. of Corrections)                           
          SB 345, amended by S-am 1 will have minimal population and fis-      
          cal impact.
