Provides that a retailer's licensee who regularly and primarily takes orders, solicits sales, or makes sales of alcoholic liquor through telephone or mail orders and delivers that alcoholic liquor to a location outside the jurisdiction of the local licensing authority shall maintain records and file reports with the State Commission. Effective immediately.
