House Sponsors: GASH-SCHOENBERG-SKINNER-BROSNAHAN-SCULLY Short description: CHILD PROTECTION LICENSE PLATE Synopsis of Bill as introduced: Amends the Illinois Vehicle Code and the State Finance Act. Authorizes special license plates designated as Child Protection plates. Provides for increased fees for these plates to be paid as grants to hospitals providing pediatric care, subject to appropriation by the General Assembly and approval by the Secretary of State. Creates the Child Protection Fund Advisory Panel to make recommendations on the approval of grant applications to the Secretary of State. SENATE AMENDMENT NO. 1. Changes the original issuance and renewal fees for the Child Protection license plates. FISCAL NOTE (Secretary of State) SB355 would result in a fiscal impact to the Sec. of State office of $45,000, these costs to be offset by fees. STATE MANDATES FISCAL NOTE (DCCA) SB 355 fails to create a State mandate. HOUSE AMENDMENT NO. 1. Adds reference to: 605 ILCS 10/8.1 new 605 ILCS 10/16.2 new 605 ILCS 10/17 from Ch. 121, par. 100-17 605 ILCS 10/24 from Ch. 121, par. 100-24 Amends the Toll Highway Act. Requires the Toll Highway Authority to appoint an Inspector General to investigate waste, fraud, or financial mismanagement in Authority operations involving Authority employees or contractors. Provides for the Inspector General's powers and duties. Makes failure to cooperate in specified ways with the investigation a Class A misdemeanor. Requires competitive bidding of Authority bond issuance service contracts over $25,000. Requires the Authority to use all surplus revenues to fund construction or repairs before issuing bonds to finance those activities. Provides that all amounts for the ordinary and contingent expenses for the Illinois State Toll Highway Authority's annual operations are subject to annual appropriation by the General Assembly for every State fiscal year. STATE MANDATES FISCAL NOTE, AMENDED (DCCA) No change from previous mandates note. FISCAL NOTE, AMENDED (Bureau of the Budget) SB 355, amended by #1, will increase state expenditures and re- venues to the extent that operations of the Authority and thus certain revenues of the Authority will be included in the appropriation process.
