Provides that the local law enforcement agency shall use the best available information, including a firearms trace, to determine how and from whom a person who is not permitted by federal or State law to possess a firearm gained possession of a firearm (now the provision applies only when the law enforcement agency recovers the firearm from a person under 21 years of age).
