Entitles an otherwise qualified person to vote and sign petitions who has not moved but whose address has changed since his or her voter registration due to implementation of a 9-1-1 emergency telephone system. HOUSE AMENDMENT NO. 1. Adds immediate effective date. HOUSE AMENDMENT NO. 2. Adds reference to: 50 ILCS 750/10.3 new Amends the Emergency Telephone System Act. Provides that the Emergency Telephone System Board in any county implementing a 9-1-1 system that changes any person's address shall notify the person (i) of the person's new address and (ii) that the person should contact the local election authority to determine if the person should re-register to vote.
