Short description: DISTRICT-WIDE CHARTER SCHOOLS Synopsis of Bill as introduced: Amends the Charter Schools Law in the School Code. Provides that the school board of a school district that for any school year receives less than 15% of its aggregate revenue for that school year from general and supplemental State aid payments and grants and other financial assistance distributed to the district under Article 18 of the School Code may elect to establish a district-wide charter school system for the immediately succeeding school year. Provides that if such a district-wide charter school system is established for a school year, then each attendance center within the district constitutes and is to be operated as a charter school during that school year. Provides that the school board continues to serve as the governing body of the district-wide charter school system and its charter schools. Adds provisions relative to the manner of establishing a district-wide charter school system and the content and renewal of its charter (which the State Board of Education is to approve). Adds related provisions relative to the right of a school district in which a district-wide charter school system is established to continue to receive State aid, grants, and reimbursements and federal financial assistance on the same basis as other school districts. Also provides for the retention and exercise by a school district in which a district-wide charter school system is established of powers necessary for operation of the system and its charter schools, including the power to tax and incur long term debt on the same basis as other school districts of the same type.
