Establishes a Capital Access Program governed by a board of directors consisting of the Treasurer, the Director of Commerce and Community Affairs, and 7 members appointed by the Governor. Provides that the Program shall operate a Portfolio Risk Insurance Reserve Fund to encourage financial institutions to make loans for economic development purposes. Creates the Invest in Illinois Fund, a special Fund in the State treasury, that, upon appropriation, may be used to operate the Portfolio Risk Insurance Reserve Fund. Effective immediately.
