Senate Sponsors: GEO-KARIS-BURZYNSKI Short description: NUC SAFETY-PLANS-COMPENSATION Synopsis of Bill as introduced: Amends the Illinois Nuclear Safety Preparedness Act to set forth the compensation that may be paid by the Department of Nuclear Safety, under a continuing appropriation not to exceed $650,000, in fiscal years 1997, 1998, and thereafter to local governments as reimbursement for implementation of plans and programs under the Act. Sets forth annual fees that the Department may charge of an owner of a nuclear reactor beginning fiscal year 1997. Effective immediately. FISCAL NOTE (Dept. of Natural Resources) There will be no impact on this Dept. FISCAL NOTE (Bureau of Budget) Total increase in FY98 fees is estimated at $2.6 M. STATE MANDATES FISCAL NOTE HB 1457 fails to create a State mandate. FISCAL NOTE (Dept. of Nuclear Safety) HB1457 increases total compensation limit to local gov'ts. to $400,000 in FY97, and $450,000 in FY98 and beyond (currently, $300,000). Compensation would be handled through a continuing appropriation, not to exceed $650,000 per FY. SENATE AMENDMENT NO. 1. Replaces the continuing appropriation provisions with comparable provisions. Provides for annual appropriations to the Department of Nuclear Safety not to exceed $650,000. Specifies expenditure limitations. Provides that the expenditure limitation for FY 1998 shall include the additional $100,000 made available to local governments for FY 1997.
