Authorizes the formation, operation, and regulation of health care purchasing groups. Provides that health care purchasing groups may be organized by 2 or more employers, an HPG sponsor, or a risk-bearer for the purpose of contracting for health coverage for employees and dependents of HPG members. Establishes prerequisites for the formation of an HPG. Sets forth minimum coverage requirements and underwriting provisions. Defines terms. Provides for regulation by the Department of Insurance.
