Removes the requirements that a qualified solid waste energy facility use land-fill generated methane gas as its primary fuel. Establishes the purchase rate as the rate at which electric utilities must purchase the output of qualified facilities under the federal Public Utility Regulatory Policies Act of 1978. Removes the credit available under the Public Utilities Revenue Act. Effective immediately.
