Senate Sponsors: O'DANIEL-WATSON-LUECHTEFELD-BOWLES Short description: PUB TRANSP-ADD FUNDING Synopsis of Bill as introduced: Amends the Downstate Public Transportation Act. Provides that funding for eligible operating expenses may exceed the 10% increase over the maximum established for the preceding year for participants that are expanding a transportation district. FISCAL NOTE (Dept. of Transportation) Potential increase in GRF State operating assistance is between $450,000 and $500,000 for FY98. Costs could increase from other transit districts being granted the exemption. STATE MANDATES FISCAL NOTE In the opinion of DCCA, HB994 fails to create a State mandate. SENATE AMENDMENT NO. 1. Deletes a provision that funding for eligible operating expenses may exceed the 10% increase over the preceding year for participants that are expanding a transportation district. Provides that the 10% increase may be exceeded for a participant that is a rural transit district that received an initial appropriation in Fiscal Year 1994. Provides that for any such participant, a 10% maximum increase is established in each subsequent year following the Fiscal Year when the amount appropriated is equal to or greater than the maximum allowable in the Section of the Downstate Public Transportation Act concerning quarterly reports and annual audits.
