Excludes officers of the Department of State Police below the rank of lieutenant from the provisions determining supervisor or manager status. Provides that a bargaining unit for peace officers in the Department of State Police determined by the Illinois State Labor Relations Board shall not include both peace officers in the rank of master sergeant and peace officers in the ranks of sergeant or trooper, unless the Department agrees to the unit. FISCAL NOTE (Ill. State Police) The Ill. State Police cannot accurately determine the financial impact upon the department, although we would submit costs would be significant. An example of the exposure to additional cost is the fact the bill dictates ISP Master Sergeants would no longer be considered supervisors, which would require an ex- pensive and time-consuming restructuring of the department. STATE MANDATES FISCAL NOTE In the opinion of DCCA, HB578 fails to create a State mandate.
