Synopsis of Bill as introduced:
        Amends the General Obligation  Bond  Act  and  the  Baccalaureate      
   Savings   Act.    Authorizes   the   amount   of  $2,200,000,000  (now      
   $1,700,000,000) for College Savings Bonds.  Effective immediately.          
          STATE DEBT IMPACT NOTE                                               
          Debt impact summary: increase:                                       
           General Obligation principal                    $500.0 million      
           Potential general obligation debt               $978.6 million      
           Annual debt service payments                    $ 39.1 million
