   220 ILCS 5/16-104                                                           

        Amends the Public Utilities Act.  Eliminates the common ownership      
   requirement with respect  to  access  to  delivery  services.   Allows      
   retail customers doing business at 10 or more locations to elect to be      
   an  aggregation group eligible to receive delivery services by October      
   1, 1999.
