Provides that 27 of the 38 voting members of the Illinois Planning Council on Developmental Disabilities shall be appointed by the Governor with the advice and consent of the Senate (now appointed by the Governor). Provides that moneys appropriated to the Department of Human Services for community service grant programs for persons with mental illness or developmental disabilities may be used to fund the Home-Based Support Services Program for persons who leave special education because of their age. Allows the Department to use grants to private providers, individual service recipients or governmental entities (now, private providers or governmental entities) to provide services. Effective July 1, 1997. HOUSE AMENDMENT NO. 2. (Tabled May 15, 1997) Adds reference to: 20 ILCS 1705/62.1 new Amends the Department of Mental Health and Developmental Disabilities Act (short title changed to Mental Health and Developmental Disabilities Administrative Act effective July 1, 1997). Provides that the Department of Human Services may enter into agreements with not-for-profit organizations to conduct pilot programs to provide case management, screening services, and monitoring services for persons with developmental disabilities. HOUSE AMENDMENT NO. 3. (Tabled May 15, 1997) Adds reference to: 215 ILCS 125/1-2 from Ch. 111 1/2, par. 1402 215 ILCS 125/4-17 new Amends the Health Maintenance Organization Act. Authorizes health maintenance organizations, upon approval by the Director of Insurance, to make basic outpatient preventive and primary health care services available to children under the age of 19 who are otherwise unable to obtain health care benefits. Imposes certain other requirements. Provides that the Director shall not approve any arrangement in counties over 3,000,000 unless at least one HMO under contract with the Department of Public Aid for furnishing certain health services under the Public Aid Code is approved.
