90_SR0219 LRB9012203KBkb 1 SENATE RESOLUTION 2 WHEREAS, The members of the Illinois Senate wish to 3 express their sincere sympathy to the family of Patricia 4 Tolly, who passed away on May 2, 1998; and 5 WHEREAS, Patricia Tolly was born in Shelbyville, Illinois 6 on March 25, 1940; her parents were Clinton and Mary Boorom 7 Stretch; she was a 1958 graduate of Shelbyville High School 8 and attended Eastern Illinois University; on June 14, 1959 9 she married L. Richard Tolly and he preceded her in death on 10 July 23, 1977; and 11 WHEREAS, Mrs. Tolly served as the local office 12 administrator of the Illinois Department of Human Services, 13 formerly the Illinois Department of Public Aid; she was a 14 member of the First United Methodist Church of Shelbyville, 15 where she had served as president of the Church 16 Administrative Council, president of United Methodist Women, 17 and taught both children and adult Sunday school classes for 18 many years; Mrs. Tolly served as a former district officer 19 for the United Methodist Women; most recently she served as 20 health and welfare function representative of the Academy for 21 Servant Leadership of the Illinois Great Rivers Conference of 22 the United Methodist Church; she was a certified lay speaker 23 and a member of the Methodists for Social Action; and 24 WHEREAS, Patricia Tolly was a former member of the 25 Shelbyville City Council, serving as both the finance and 26 public buildings and grounds commissioner; she was the first 27 female member of the Shelbyville Rotary Club, and served as 28 the Rotary Club president; she was a member of the American 29 Business Women's Association, Beta Sigma Phi, Shelby County 30 Historical Society, Women's Auxiliary of the American Legion, 31 Shelby Memorial Hospital Auxiliary, Glenwood Cemetery Board, 32 Lake Shelbyville Area Chamber of Commerce, Shelbyville -2- LRB9012203KBkb 1 Chautauqua Days Committee, and many other civic 2 organizations; and 3 WHEREAS, Patricia Tolly was famous for her hat shows; her 4 shows would present the lives of women throughout the last 5 century using their hats; she created the re-enactment of the 6 Lincoln-Thornton debates and supervised the volunteers for 7 the re-enactment; Patricia Tolly loved the Shelbyville area, 8 and both projects were important to her; and 9 WHEREAS, Patricia Tolly is survived by her daughters, 10 Andrea Elam and her husband, Jeff, and Lisa Tolly; her 11 mother, Mary Heddin; her sister, Leah Burke; her 12 half-brothers, Mike Heddin and Robert Stretch; her 13 half-sisters, Judy Weber and Doris Lane; her grandchildren, 14 Abbey Elizabeth Elam and Jacob Richard Elam; her nephew, 15 Clinton Burke; her nieces, Kathy Feely and Melissa Dawson; 16 her many other nieces, nephews, great-nieces, great-nephews; 17 and her godsons, Justin Freeman and Peter Mosley; therefore, 18 be it 19 RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY 20 OF THE STATE OF ILLINOIS, that we mourn, along with her 21 family and friends, the death of Patricia Tolly of 22 Shelbyville, Illinois; and be it further 23 RESOLVED, That a suitable copy of this resolution be 24 presented to the family of Patricia Tolly.
