1 AMENDMENT TO SENATE JOINT RESOLUTION
2 CONSTITUTIONAL AMENDMENT 57
3 AMENDMENT NO. . Amend Senate Joint Resolution
4 Constitutional Amendment 57 on page 1, by replacing lines 3
5 through 31 and all of page 2 with the following:
6 "RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL
7 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
8 REPRESENTATIVES CONCURRING HEREIN, that there shall be
9 submitted to the electors of the State for adoption or
10 rejection at the general election next occurring at least 6
11 months after the adoption of this resolution a proposition to
12 add Section 8.1 of Article IV of the Illinois Constitution as
13 follows:
14 ARTICLE IV
15 THE LEGISLATURE
16 (ILCON Art. IV, Sec. 8.1 new)
17 SECTION 8.1. PASSAGE OF REVENUE BILLS
18 A bill that would increase the rate of a tax on or
19 measured by income or increase the rate of a tax on or
20 measured by the selling price of any item of tangible
21 personal property may become law only with the concurrence of
22 three-fifths of the members elected to each house of the
23 General Assembly.

2 This Constitutional Amendment takes effect upon approval
3 by the electors of this State.".
