Amend House Bill 3626 on page 1, 3 lines 1 and 2 by replacing "Sections 4-6003" with "Sections 4 3-10007, 4-6001, 4-6003,"; and 5 on page 1, line 6 by replacing "Sections 4-6003" with 6 "Sections 3-10007, 4-6001, 4-6003,"; and 7 on page 1, by inserting above line 7 the following: 8 "(55 ILCS 5/3-10007) (from Ch. 34, par. 3-10007) 9 Sec. 3-10007. Annual stipend. In addition to all other 10 compensation provided by law, every elected county treasurer, 11 for additional duties mandated by State law, shall receive an 12 annual stipend of (i) $5,000 if his or her term begins before 13 December 1, 1998, (ii) $5,500 after December 1, 1998 and 14 $6,500 after December 1, 1999 if his or her term begins on or 15 after December 1, 1998 but before December 1, 2000, and (iii) 16 $6,500 if his or her term begins December 1, 2000 or 17 thereafter, to be annually appropriated from the General 18 Revenue Fund by the General Assembly to the Department of 19 Revenue which shall distribute the awards in annual lump sum 20 payments to every elected county treasurer. This annual 21 stipend shall not affect any other compensation provided by 22 law to be paid to elected county treasurers. No county board -2- LRB9010701MWpcam01 1 may reduce or otherwise impair the compensation payable from 2 county funds to an elected county treasurer if such reduction 3 or impairment is the result of his receiving an annual 4 stipend under this Section. 5 (Source: P.A. 86-962; 86-1028; 86-1446.) 6 (55 ILCS 5/4-6001) (from Ch. 34, par. 4-6001) 7 Sec. 4-6001. Officers in counties of less than 2,000,000. 8 (a) In all counties of less than 2,000,000 inhabitants, the 9 compensation of Coroners, County Treasurers, County Clerks, 10 Recorders and Auditors shall be determined under this 11 Section. The County Board in those counties shall fix the 12 amount of the necessary clerk hire, stationery, fuel and 13 other expenses of those officers. The compensation of those 14 officers shall be separate from the necessary clerk hire, 15 stationery, fuel and other expenses, and such compensation 16 (except for coroners in those counties with less than 17 2,000,000 population in which the coroner's compensation is 18 set in accordance with Section 4-6002) shall be fixed within 19 the following limits: 20 To each such officer in counties containing less than 21 14,000 inhabitants, not less than $13,500 per annum. 22 To each such officer in counties containing 14,000 or 23 more inhabitants, but less than 30,000 inhabitants, not less 24 than $14,500 per annum. 25 To each such officer in counties containing 30,000 or 26 more inhabitants but less than 60,000 inhabitants, not less 27 than $15,000 per annum. 28 To each such officer in counties containing 60,000 or 29 more inhabitants but less than 100,000 inhabitants, not less 30 than $15,000 per annum. 31 To each such officer in counties containing 100,000 or 32 more inhabitants but less than 200,000 inhabitants, not less 33 than $16,500 per annum. -3- LRB9010701MWpcam01 1 To each such officer in counties containing 200,000 or 2 more inhabitants but less than 300,000 inhabitants, not less 3 than $18,000 per annum. 4 To each such officer in counties containing 300,000 or 5 more inhabitants but less than 2,000,000 inhabitants, not 6 less than $20,000 per annum. 7 (b) Those officers beginning a term of office before 8 December 1, 1990 shall be compensated at the rate of their 9 base salary. "Base salary" is the compensation paid for each 10 of those offices, respectively, before July 1, 1989. 11 (c) Those officers beginning a term of office on or 12 after December 1, 1990 shall be compensated as follows: 13 (1) Beginning December 1, 1990, base salary plus at 14 least 3% of base salary. 15 (2) Beginning December 1, 1991, base salary plus at 16 least 6% of base salary. 17 (3) Beginning December 1, 1992, base salary plus at 18 least 9% of base salary. 19 (4) Beginning December 1, 1993, base salary plus at 20 least 12% of base salary. 21 (d) In addition to but separate and apart from the 22 compensation provided in this Section, the county clerk of 23 each county, the recorder of each county,that does not have24a county board of election commissionersand the chief clerk 25 of each county board of election commissioners shall receive 26 an awardof $3,500 per annum for the additional duties27required of such officer by the consolidation of elections28law.as follows: 29 (1) $4,500 per year after January 1, 1998; 30 (2) $5,500 per year after January 1, 1999; and 31 (3) $6,500 per year after January 1, 2000. 32 The total amount required for such awards each year shall be 33 appropriated by the General Assembly to the State Board of 34 Elections which shall distribute the awards in annual lump -4- LRB9010701MWpcam01 1 sum payments to the several county clerks, recorders, and 2 chief election clerks. Beginning December 1, 1990, this 3 annual award, and any other award or stipend paid out of 4 State funds to county officers, shall not affect any other 5 compensation provided by law to be paid to county officers. 6 (e) Beginning December 1, 1990, no county board may 7 reduce or otherwise impair the compensation payable from 8 county funds to a county officer if the reduction or 9 impairment is the result of the county officer receiving an 10 award or stipend payable from State funds. 11 (f) The compensation, necessary clerk hire, stationery, 12 fuel and other expenses of the county auditor, as fixed by 13 the county board, shall be paid by the county. 14 (g) The population of all counties for the purpose of 15 fixing compensation, as herein provided, shall be based upon 16 the last Federal census immediately previous to the election 17 of the officer in question in each county. 18 (Source: P.A. 86-962; 86-1028.)".
