Amend House Bill 3127 by replacing 3 the title with the following: 4 "AN ACT to amend the School Code by changing Sections 5 21-2, 21-2.1, 21-3, 21-4, and 21-5."; and 6 by replacing everything after the enacting clause with the 7 following: 8 "Section 5. The School Code is amended by changing 9 Sections 21-2, 21-2.1, 21-3, 21-4, and 21-5 as follows: 10 (105 ILCS 5/21-2) (from Ch. 122, par. 21-2) 11 Sec. 21-2. Grades of certificates. 12 (a) Until January 1, 1999, all certificates issued under 13 this Article shall be State certificates valid, except as 14 limited in Section 21-1, in every school district coming 15 under the provisions of this Act and shall be limited in time 16 and designated as follows: Provisional vocational 17 certificate, temporary provisional vocational certificate, 18 early childhood certificate, elementary school certificate, 19 special certificate, high school certificate, school service 20 personnel certificate, administrative certificate, 21 provisional certificate, and substitute certificate. The -2- LRB9010014NTsbam 1 requirement of student teaching under close and competent 2 supervision for obtaining a teaching certificate may be 3 waived by the State Teacher Certification Board upon 4 presentation to the Board by the teacher of evidence of 5 5 years successful teaching experience on a valid certificate 6 and graduation from a recognized institution of higher 7 learning with a bachelor's degree with not less than 120 8 semester hours and a minimum of 16 semester hours in 9 professional education. 10 (b) Initial Teaching Certificate. Beginning January 1, 11 1999, persons who (1) have completed an approved teacher 12 preparation program, (2) are recommended by an approved 13 teacher preparation program, (3) have successfully completed 14 the Initial Teaching Certification examinations required by 15 the State Board of Education, and (4) have met all other 16 criteria established by the State Board of Education in 17 consultation with the State Teacher Certification Board, 18 shall be issued an Initial Teaching Certificate valid for 4 19 years. Initial Teaching Certificates shall be issued for 20 categories corresponding to Early Childhood Education, 21 Elementary Education,andSecondary Education, and Special 22 K-12 Education, with special certification designations or 23 endorsements for Special Education, Bilingual Education, 24 fundamental learning areas (including Language Arts, Reading, 25 Mathematics, Science, Social Science, Physical Development 26 and Health, Fine Arts, and Foreign Language), and other areas 27 designated by the State Board of Education, in consultation 28 with the State Teacher Certification Board. 29 (c) Standard Certificate. Beginning January 1, 1999, 30 persons who (1) have completed 4 years of teaching with an 31 Initial Certificate, have successfully completed the Standard 32 Teaching Certificate examinations, and have met all other 33 criteria established by the State Board of Education in 34 consultation with the State Teacher Certification Board, or -3- LRB9010014NTsbam 1 (2) were issued teaching certificates prior to January 1, 2 1999 and are renewing those certificates after January 1, 3 1999, shall be issued a Standard Certificate valid for 5 4 years, which may be renewed thereafter every 5 years by the 5 State Teacher Certification Board based on proof of 6 continuing education or professional development. Standard 7 Certificates shall be issued for categories corresponding to 8 Early Childhood Education, Elementary Education,and9 Secondary Education, and Special K-12 Education, with special 10 certification designations or endorsements for Special 11 Education, Bilingual Education, fundamental learning areas 12 (including Language Arts, Reading, Mathematics, Science, 13 Social Science, Physical Development and Health, Fine Arts, 14 and Foreign Language), and other areas designated by the 15 State Board of Education, in consultation with the State 16 Teacher Certification Board. 17 (d) Master Certificate. Beginning January 1, 1999, 18 persons who have successfully achieved National Board 19 certification through the National Board for Professional 20 Teaching Standards shall be issued a Master Certificate, 21 valid for 7 years and renewable thereafter every 7 years 22 through compliance with requirements set forth by the State 23 Board of Education. 24 (Source: P.A. 90-548, eff. 1-1-98.) 25 (105 ILCS 5/21-2.1) (from Ch. 122, par. 21-2.1) 26 Sec. 21-2.1. Early childhood certificate. 27 (a) An early childhood certificate shall be validfor 428yearsfor teaching children up to 6 years of age, exclusive 29 of children enrolled in kindergarten, in facilities approved 30 by the State Superintendent of Education. Beginning July 1, 31 1988, such certificate shall be validfor 4 yearsfor 32 Teaching children through grade 3 in facilities approved by 33 the State Superintendent of Education. Subject to the -4- LRB9010014NTsbam 1 provisions of Section 21-1a, it shall be issued to persons 2 who have graduated from a recognized institution of higher 3 learning with a bachelor's degree and with not fewer than 120 4 semester hours including professional education or human 5 development or, until July 1, 1992, to persons who have early 6 childhood education instruction and practical experience 7 involving supervised work with children under 6 years of age 8 or with children through grade 3. Such persons shall be 9 recommended for the early childhood certificate by a 10 recognized institution as having completed an approved 11 program of preparation which includes the requisite hours and 12 academic and professional courses and practical experience 13 approved by the State Superintendent of Education in 14 consultation with the State Teacher Certification Board. 15 (b) Beginning January 1, 1999, Initial and Standard 16 Early Childhood Education Certificates shall be issued to 17 persons who meet the criteria established by the State Board 18 of Education, in consultation with the State Teacher 19 Certification Board, for early childhood education. 20 (Source: P.A. 90-548, eff. 1-1-98.) 21 (105 ILCS 5/21-3) (from Ch. 122, par. 21-3) 22 Sec. 21-3. Elementary certificate. 23 (a) An elementary school certificate shall be validfor244 yearsfor teaching in the kindergarten and lower 9 grades 25 of the common schools. Subject to the provisions of Section 26 21-1a, it shall be issued to persons who have graduated from 27 a recognized institution of higher learning with a bachelor's 28 degree and with not fewer than 120 semester hours and with a 29 minimum of 16 semester hours in professional education, 30 including 5 semester hours in student teaching under 31 competent and close supervision. Such persons shall be 32 recommended for the elementary certificate by a recognized 33 institution as having completed an approved program of -5- LRB9010014NTsbam 1 preparation which includes intensive preservice training in 2 the humanities, natural sciences, mathematics and the 3 academic and professional courses approved by the State 4 Superintendent of Education in consultation with the State 5 Teacher Certification Board. 6 (b) Beginning January 1, 1999, Initial and Standard 7 Elementary Certificates shall be issued to persons who meet 8 all of the criteria established by the State Board of 9 Education, in consultation with the State Teacher 10 Certification Board, for elementary education. 11 (Source: P.A. 90-548, eff. 1-1-98.) 12 (105 ILCS 5/21-4) (from Ch. 122, par. 21-4) 13 Sec. 21-4. Special K-12 certificate. 14 (a) A special certificate shall be validfor 4 yearsfor 15 teaching the special subjects named therein in all grades of 16 the common schools. Subject to the provisions of Section 17 21-1a, it shall be issued to persons who have graduated from 18 a recognized institution of higher learning with a bachelor's 19 degree and with not fewer than 120 semester hours including a 20 minimum of 16 semester hours in professional education, 5 of 21 which shall be in student teaching under competent and close 22 supervision. When the holder of such certificate has earned a 23 master's degree, including eight semester hours of graduate 24 professional education from a recognized institution of 25 higher learning and with two years' teaching experience, it 26 may be endorsed for supervision. 27 Such persons shall be recommended for the special 28 certificate by a recognized institution as having completed 29 an approved program of preparation which includes academic 30 and professional courses approved by the State Superintendent 31 of Education in consultation with the State Teacher 32 Certification Board. 33 (b) Beginning January 1, 1999, Initial and Standard -6- LRB9010014NTsbam 1 Special K-12 Certificates shall be issued, with special 2 certification designationsshall be issuedfor Special 3 Education, Bilingual Education, fundamental learning areas 4 (Language Arts, Reading, Mathematics, Science, Social 5 Science, Physical Development and Health, Fine Arts, and 6 Foreign Language), and other areas designated by the State 7 Board of Education, to persons who meet all of the criteria 8 established by the State Board of Education, in consultation 9 with the State Teacher Certification Board. 10 (Source: P.A. 90-548, eff. 1-1-98.) 11 (105 ILCS 5/21-5) (from Ch. 122, par. 21-5) 12 Sec. 21-5. High school certificate. 13 (a) A high school certificate shall be validfor 4 years14 for teaching in grades 6 to 12 inclusive of the common 15 schools. Subject to the provisions of Section 21-1a, it shall 16 be issued to persons who have graduated from a recognized 17 institution of higher learning with a bachelor's degree and 18 with not fewer than 120 semester hours including 16 semester 19 hours in professional education, 5 of which shall be in 20 student teaching under competent and close supervision and 21 with one or more teaching fields. Such persons shall be 22 recommended for the high school certificate by a recognized 23 institution as having completed an approved program of 24 preparation which includes the academic and professional 25 courses approved by the State Superintendent of Education in 26 consultation with the State Teacher Certification Board. 27 (b) Beginning January 1, 1999, Initial and Standard 28 Secondary Certificates shall be issued to persons who meet 29 all of the criteria established by the State Board of 30 Education, in consultation with the State Teacher 31 Certification Board, for secondary education. 32 (Source: P.A. 90-548, eff. 1-1-98.)".
