Amend House Bill 2076 by replacing 3 the title with the following: 4 "AN ACT to create the Empowerment Zone and Enterprise 5 Community Private Activity Bond Task Force."; and 6 by replacing everything after the enacting clause with the 7 following: 8 "Section 1. Short title. This Act may be cited as the 9 Empowerment Zone and Enterprise Community Private Activity 10 Bond Task Force Act. 11 Section 5. Creation; members. A task force, to be known 12 as the Empowerment Zone and Enterprise Community Private 13 Activity Bond Task Force, is created. The Task Force shall 14 consist of 8 members, including: 2 members of the House of 15 Representatives, one of whom shall be appointed by the 16 Speaker of the House and one of whom shall be appointed by 17 the Minority Leader of the House; 2 members of the Senate, 18 one of whom shall be appointed by the President of the Senate 19 and one of whom shall be appointed by the Minority Leader of 20 the Senate; and 4 members appointed by the Governor. -2- LRB9004215THpkam 1 Section 10. Organization; rules. The Task Force shall, 2 within 30 days after all of the members have been appointed, 3 select one member as its Chairperson. The Task Force may make 4 any rules for the administration of the Task Force that are 5 not inconsistent with this Act. 6 Section 15. Studies and recommendations. The Task Force 7 shall study empowerment zone and enterprise community private 8 activity bond programs as a means of facilitating the 9 construction of schools and other community facilities. The 10 study shall evaluate funding options and the responsibilities 11 that the State, units of local government, and school 12 districts would share and perform incident to administration 13 and implementation of those programs. 14 Section 20. Reports and recommendations. On or before 15 March 1, 1998, the Task Force shall make a full report of its 16 studies and recommendations to the Governor and members of 17 the General Assembly. 18 Section 70. Repealer. This Act is repealed on May 31, 19 1998. 20 Section 99. Effective date. This Act takes effect upon 21 becoming law.".
