90_HB1434 20 ILCS 605/46.19c from Ch. 127, par. 46.19c Amends the Civil Administrative Code of Illinois. Includes in the list of duties of the Office of Urban Assistance the duty to establish within each local branch of the Office a local board of directors to serve as an advisory board to the Department of Commerce and Community Affairs. Provides that each local board of directors shall consist of 9 members appointed by the Director of the Department. Provides that 5 members shall be from private industry and 4 shall be from community based organizations and community leadership. Effective immediately. LRB9004148KDsb LRB9004148KDsb 1 AN ACT to amend the Civil Administrative Code of Illinois 2 by changing Section 46.19c. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Civil Administrative Code of Illinois is 6 amended by changing Section 46.19c as follows: 7 (20 ILCS 605/46.19c) (from Ch. 127, par. 46.19c) 8 Sec. 46.19c. The Department shall provide for, staff and 9 administer an Office of Urban Assistance which shall plan and 10 coordinate existing State programs designed to aid and 11 stimulate the economic growth of depressed urban areas. 12 Among other duties assigned by the Department, the Office 13 shall have the following duties: 14 (a) To coordinate the activities of the following units 15 and programs of the Department of Commerce and Community 16 Affairs and all other present and future units and programs 17 of the Department which impact depressed urban areas to the 18 extent that they impact upon or concern urban economics: 19 (1) Enterprise Zone Program; 20 (2) Small Business Development Center Program; 21 (3) Program which assist in the development of community 22 infrastructure; 23 (4) Illinois House Energy Assistance Program; 24 (5) Illinois Home Weatherization Assistance Program; 25 (6) Programs financed with Community Services Block 26 Grant funds; 27 (7) Industrial Training Program; 28 (8) Technology Transfer and Innovation Program; 29 (9) Rental Rehabilitation Program; 30 (10) Displaced Homemaker Program; and 31 (11) Programs under the federal Job Training Partnership -2- LRB9004148KDsb 1 Act. 2 The office shall convene quarterly meetings of 3 representatives who are designated by the Department to 4 represent the units and programs listed in paragraphs (1) 5 through (11). 6 (b) To gather information concerning any State or 7 federal program which is designed to revitalize or assist 8 depressed urban areas in the State and to provide this 9 information to public and private entities upon request. 10 (c) To promote and assist in developing urban inner city 11 industrial parks. 12 (d) To promote economic parity and the autonomy of 13 citizens of this State through promoting and assisting the 14 development of urban inner city small business development 15 centers, urban youth unemployment projects, small business 16 incubators, family resource centers, urban developments 17 banks; self managed urban businesses, plans for urban 18 infrastructure projects over the next 25 years. 19 (e) To recommend economic policies for urban areas and 20 planning models that will result in the reconstruction of the 21 economy of urban areas, especially those urban areas where 22 economically and socially disadvantaged people live, to the 23 General Assembly and the Governor. 24 (f) To make recommendations to the General Assembly and 25 the Governor on the establishment of urban economic policy in 26 the areas of (1) housing, (2) scientific research, (3) urban 27 youth unemployment, (4) business incubators and family 28 resource centers in urban inner cities, and (5) alternative 29 energy resource development, and the need thereof, in urban 30 areas as part of the department's five year plan for Economic 31 Development. 32 (g) To make any rules and regulations necessary to carry 33 out its responsibilities under this Act. 34 (h) To encourage new industrial enterprises to locate in -3- LRB9004148KDsb 1 urban areas through educational promotions which point out 2 the opportunities of any such area as a commercial and 3 industrial field of opportunity, and by the solicitation of 4 industrial enterprises; and to do such other acts as shall, 5 in the judgment of the Office, be necessary and proper in 6 fostering and promoting the industrial development and 7 economic welfare of any urban area, however the Office shall 8 have no power to require reports from or to regulate any 9 business. 10 (i) To accept grants, loans or appropriations from the 11 Federal government or the State, or any agency or 12 instrumentality thereof, to be used for the operating 13 expenses of the Office, or for any purposes of the Office, 14 including the making of direct loans or grants of such funds 15 for public, private, experimental or cooperative housing, 16 scientific research, urban inner city industrial parks, urban 17 youth employment projects, business incubators, urban 18 infrastructure development, alternative energy resource 19 development community facilities needed in urban areas and 20 any other purpose related to the revitalization of urban 21 areas. 22 (j) To establish within each local branch of the Office 23 a local board of directors to act as an advisory board to the 24 Department. Each local board of directors shall consist of 9 25 members appointed by the Director of the Department. Five 26 members of the local board of directors shall be from private 27 industry and 4 members shall be from community based 28 organizations and community leadership. 29 (Source: P.A. 84-1090.) 30 Section 99. Effective date. This Act takes effect upon 31 becoming law.
