90_HB1171ccr001 BOB-GOBA98r1 1 90TH GENERAL ASSEMBLY 2 CONFERENCE COMMITTEE REPORT 3 ON HOUSE BILL 1171 4 ------------------------------------------------------------- 5 ------------------------------------------------------------- 6 To the President of the Senate and the Speaker of the 7 House of Representatives: 8 We, the conference committee appointed to consider the 9 differences between the houses in relation to Senate 10 Amendment No. 1 to House Bill 1171, recommend the following: 11 1. that the House non-concur with Senate Amendment No. 12 1; and, 13 2. that the title of the bill be replaced with the 14 following: 15 "AN ACT to amend the General Obligation Bond Act."; and 16 3. that House Bill 1171 be amended by deleting 17 everything after the enacting clause and inserting in lieu 18 thereof the following: 19 "Section 1. The General Obligation Bond Act is amended 20 by changing Sections 2, 3, 4, and 6. 21 (30 ILCS 330/2) (from Ch. 127, par. 652) 22 Sec. 2. Authorization for Bonds. The State of Illinois 23 is authorized to issue, sell and provide for the retirement 24 of General Obligation Bonds of the State of Illinois in the 25 total amount of $8,972,708,392$8,805,508,392herein called 26 "Bonds". 27 Of the total amount of bonds authorized above, up to 28 $2,200,000,000 in aggregate original principal amount may be 29 issued and sold in accordance with the Baccalaureate Savings 30 Act in the form of General Obligation College Savings Bonds. -2- BOB-GOBA98r1 1 Of the total amount of bonds authorized above, up to 2 $300,000,000 in aggregate original principal amount may be 3 issued and sold in accordance with the Retirement Savings Act 4 in the form of General Obligation Retirement Savings Bonds. 5 The issuance and sale of Bonds pursuant to the General 6 Obligation Bond Act is an economical and efficient method of 7 financing the capital needs of the State. This Act will 8 permit the issuance of a multi-purpose General Obligation 9 Bond with uniform terms and features. This will not only 10 lower the cost of registration but also reduce the overall 11 cost of issuing debt by improving the marketability of 12 Illinois General Obligation Bonds. 13 Bonds shall be issued for the categories and specific 14 purposes expressed in Sections 2 through 8 and Section 16 of 15 this Act. 16 (Source: P.A. 90-1, eff. 2-20-97.) 17 (30 ILCS 330/3) (from Ch. 127, par. 653) 18 Sec. 3. Capital Facilities. The amount of $3,587,083,392 19$3,487,283,392is authorized to be used for the acquisition, 20 development, construction, reconstruction, improvement, 21 financing, architectural planning and installation of capital 22 facilities within the State, consisting of buildings, 23 structures, durable equipment, land, and interests in land 24 for the following specific purposes: 25 (a) $905,272,246 for educational purposes by State 26 universities and colleges, the Illinois Community College 27 Board created by the Public Community College Act and for 28 grants to public community colleges as authorized by Sections 29 5-11 and 5-12 of the Public Community College Act; 30 (b) $931,313,368$898,113,368for correctional purposes 31 at State prison and correctional centers; 32 (c) $292,132,486$284,132,486for open spaces, 33 recreational and conservation purposes and the protection of 34 land; -3- BOB-GOBA98r1 1 (d) $439,165,486$415,165,486for child care facilities, 2 mental and public health facilities, and facilities for the 3 care of disabled veterans and their spouses; 4 (e) $792,468,641$765,968,641for use by the State, its 5 departments, authorities, public corporations, commissions 6 and agencies; 7 (f) $818,100 for cargo handling facilities at port 8 districts and for breakwaters, including harbor entrances, at 9 port districts in conjunction with facilities for small boats 10 and pleasure crafts; 11 (g) $137,672,796$129,572,796for water resource 12 management projects; 13 (h) $16,940,269 for the provision of facilities for food 14 production research and related instructional and public 15 service activities at the State universities and public 16 community colleges; 17 (i) $34,000,000 for grants by the Secretary of State, as 18 State Librarian, for central library facilities authorized by 19 Section 8 of the Illinois Library System Act and for grants 20 by the Capital Development Board to units of local government 21 for public library facilities; 22 (j) $25,000,000 for the acquisition, development, 23 construction, reconstruction, improvement, financing, 24 architectural planning and installation of capital facilities 25 consisting of buildings, structures, durable equipment and 26 land for grants to counties, municipalities or public 27 building commissions with correctional facilities that do not 28 comply with the minimum standards of the Department of 29 Corrections under Section 3-15-2 of the Unified Code of 30 Corrections; 31 (k) $5,000,000 for grants in fiscal year 1988 by the 32 Department of Conservation for improvement or expansion of 33 aquarium facilities located on property owned by a park 34 district; and 35 (l) $7,300,000 to State agencies for grants to local -4- BOB-GOBA98r1 1 governments for the acquisition, financing, architectural 2 planning, development, alteration, installation, and 3 construction of capital facilities consisting of buildings, 4 structures, durable equipment, and land. 5 The amounts authorized above for capital facilities may 6 be used for the acquisition, installation, alteration, 7 construction, or reconstruction of capital facilities and for 8 the purchase of equipment for the purpose of major capital 9 improvements which will reduce energy consumption in State 10 buildings or facilities. 11 (Source: P.A. 90-1, eff. 2-20-97.) 12 (30 ILCS 330/4) (from Ch. 127, par. 654) 13 Sec. 4. Transportation. The amount of $2,436,800,000 14$2,388,300,000is authorized for use by the Department of 15 Transportation for the specific purpose of promoting and 16 assuring rapid, efficient, and safe highway, air and mass 17 transportation for the inhabitants of the State by providing 18 monies, including the making of grants and loans, for the 19 acquisition, construction, reconstruction, extension and 20 improvement of the following transportation facilities and 21 equipment, and for the acquisition of real property and 22 interests in real property required or expected to be 23 required in connection therewith as follows: 24 (a) $1,411,000,000 for State highways, arterial 25 highways, freeways, roads, bridges, structures separating 26 highways and railroads and roads, and bridges on roads 27 maintained by counties, municipalities, townships or road 28 districts for the following specific purposes: 29 (1) $1,310,000,000 for use statewide, 30 (2) $3,641,000 for use outside the Chicago 31 urbanized area, 32 (3) $7,543,000 for use within the Chicago urbanized 33 area, 34 (4) $13,060,600 for use within the City of Chicago, -5- BOB-GOBA98r1 1 (5) $57,894,500 for use within the counties of 2 Cook, DuPage, Kane, Lake, McHenry and Will, and 3 (6) $18,860,900 for use outside the counties of 4 Cook, DuPage, Kane, Lake, McHenry and Will. 5 (b) $835,800,000$787,300,000for mass transit 6 facilities, as defined in Section 49.19 of the Civil 7 Administrative Code of Illinois, including rapid transit, 8 rail, bus and other equipment used in connection therewith by 9 the State or any unit of local government, special 10 transportation district, municipal corporation or other 11 corporation or public authority authorized to provide and 12 promote public transportation within the State or two or more 13 of the foregoing jointly, for the following specific 14 purposes: 15 (1) $740,000,000$691,500,000statewide, 16 (2) $83,350,000 for use within the counties of 17 Cook, DuPage, Kane, Lake, McHenry and Will, 18 (3) $12,450,000 for use outside the counties of 19 Cook, DuPage, Kane, Lake, McHenry and Will. 20 (c) $190,000,000 for airport or aviation facilities and 21 any equipment used in connection therewith, including 22 engineering and land acquisition costs, by the State or any 23 unit of local government, special transportation district, 24 municipal corporation or other corporation or public 25 authority authorized to provide public transportation within 26 the State, or two or more of the foregoing acting jointly. 27 (Source: P.A. 89-235, eff. 8-4-95; 90-1, eff. 2-20-97.) 28 (30 ILCS 330/6) (from Ch. 127, par. 656) 29 Sec. 6.
