 1                    AMENDMENT TO HOUSE BILL 1025
 2        AMENDMENT NO.     .  Amend House Bill 1025  by  replacing
 3    everything after the enacting clause with the following:
 4        "Section  1.   Short title.  This Act may be cited as the
 5    High School Basketball Tournament Act.
 6        Section 5.  Definitions.  For the purposes of this Act:
 7        "Association"  means  the  entity   that   is   primarily
 8    responsible   for   promoting,  sponsoring,  regulating,  and
 9    otherwise providing post-season interscholastic  high  school
10    boys basketball tournaments in Illinois.
11        "Tournament"  means  the  State Class A and Class AA boys
12    high  school  basketball  tournaments  that  are  played,  as
13    single-elimination tournaments at the same site to  determine
14    the  State  high  school  basketball  championship teams from
15    those classes, by the 8 teams in each class that remain after
16    all other participating boys high school basketball teams  in
17    the  State  in  the same competition class have been defeated
18    and eliminated from further competition.
19        Section 10.  Tournament site selection requirements.   In
20    selecting   and  contracting  for  the  tournament  site,  an
21    association  must  comply   with   all   of   the   following

 1    requirements:
 2        (1)  The  association  must make its site selection after
 3    consideration of  written  proposals.   In  soliciting  these
 4    proposals,   the   association   must:  (i)  specify  minimum
 5    requirements; (ii) identify evaluation  criteria and indicate
 6    their relative importance; and  (iii)  ensure  that  adequate
 7    response time is made available for submission of proposals.
 8        (2)  The   association   must  prepare  a  site  proposal
 9    evaluation form.  The association must complete the form with
10    respect to each properly prepared and submitted proposal that
11    it receives, and must use the completed forms in  the  course
12    of  evaluating  the  proposals  and  selecting the tournament
13    site.
14        (3)  The   association   must:   (i)   develop    written
15    contracting  policies  and  procedures  for tournaments; (ii)
16    keep complete records of the tournament  site  selection  and
17    contracting  processes,  including the minutes of regular and
18    special board meetings; and (iii) require board  members  and
19    administrators  who  participate  in  contracting  to sign an
20    annual  conflict  of   interest   statement   that   requires
21    disclosure  of all relations with affected public and private
22    organizations.
23        Section 15.  Participation requirements.   The  governing
24    body of a public high school in this State shall not:
25             (1)  pay  membership  or  other  dues  or fees to an
26        association that fails to comply with the requirements of
27        Section 10 in selecting or contracting for  a  tournament
28        site  that  is  selected  and  contracted  for  after the
29        effective date of this Act; or
30             (2)  participate in, sponsor, or use public funds to
31        support  participation  by  any  of  its  students  in  a
32        tournament  if  the  tournament  site  is  selected   and
33        contracted  for  after  the  effective  date of this Act,

 1        unless the tournament site is selected and contracted for
 2        in accordance with the requirements of Section 10.
 3        Section 25.  Severability.  The provisions  of  this  Act
 4    are severable under Section 1.31 of the Statute on Statutes.
 5        Section  99.  Effective date.  This Act takes effect upon
 6    becoming law.".
