Updating the database of the Illinois Compiled Statutes (ILCS) is an ongoing process. Recent laws may not yet be included in the ILCS database, but they are found on this site as Public Acts soon after they become law. Because the statute database is maintained primarily for legislative drafting purposes, statutory changes are sometimes included in the statute database before they take effect. If the source note at the end of a Section of the statutes includes a Public Act that has not yet taken effect, the version of the law that is currently in effect may have already been removed from the database and you should refer to that Public Act to see the changes made to the current law.

Sec. 10. Bill of
Rights. (a) No person's rights, privileges, or access to
public services may be denied or abridged solely because he or she is
homeless. Such a person shall be granted the same rights and privileges as
any
other citizen of this State. A person experiencing homelessness has the following rights:
(1) the right to use and move freely in public | ||

(2) the right to equal treatment by all State and | ||
| ||
(3) the right not to face discrimination while | ||
| ||
(4) the right to emergency medical care free from | ||
| ||
(5) the right to vote, register to vote, and receive | ||
| ||
(6) the right to protection from disclosure of his or | ||
| ||
(7) the right to a reasonable expectation of privacy | ||

(b)
As used in this Act, "housing status" means the status of
having or not having a fixed or regular residence, including
the status of living on the streets, in a shelter, or in a
temporary residence.
