Sec. 1.
That it shall be lawful for any person or
persons living on the line of any public highway, street or alley outside
of any incorporated city, village or town in this state, or on any private
road leading to such highway, street or alley, to construct, operate and
maintain a line or lines of telegraph or telephone, extending from house to
house, as the parties interested in the construction of such lines, may
desire.
