Sec. 2.
Definitions.
For the purposes of this Act:
(a) "Commission" means the Illinois Commerce Commission.
(b) "Small business" or "applicant" means any Illinois based business
which has 50 or less full-time employees in the State.
(c) "Customer" means a small business, as herein defined, which has
agreed with a utility to pay for gas, electric, water or sanitary sewer
utility service.
(d) "User" means a small business, as herein defined, which receives gas,
electric, water or sanitary sewer utility service.
(e) "Residential service" means gas, electric, water or sanitary sewer
utility service for household purposes furnished to a dwelling of two units
or less which is billed under a residential rate; or gas, electric, water
or sanitary sewer utility service for household purposes furnished to a
dwelling unit or units which is billed under a residential rate and which
is registered by a separate meter for each dwelling unit.
(f) "Non-residential service" means gas, electric, water or sanitary
sewer utility service rendered to a non-residential, small business as
herein defined.
(g) "Utility service" means gas, electric, water or sanitary sewer utility
service provided to a small business, as herein defined, at a specified,
metered for service, location.
(h) "Utility supplier" or "utility" means a public utility as now or
hereafter defined in Section 3-105 of The Public Utilities Act.
(i) "Utility deposit" or "deposit" means an amount of money or credit
which may be required by any utility prior to the installation, connection,
re-connection, or maintenance of any utility service supplied to a small business.
