Sec. 1.
The University of Illinois is hereby designated as the agency to
receive, administer, and to hold in its own treasury federal funds and aid
in relation to the administration of its Division of Specialized Care for
Children. The Board of Trustees of the University of Illinois shall have
a charge upon all claims, demands and causes of action for injuries to an
applicant for or recipient of financial aid for the total amount of medical
assistance provided the recipient by the Division from the time of injury
to the date of recovery upon such claim, demand or cause of action. The
Board of Trustees of the University of Illinois may cooperate
with the United States Children's Bureau of the Department of Health,
Education and Welfare, or with any successor or other federal agency, in
the administration of the Division of Specialized Care for Children, and
shall have full responsibility for the expenditure of federal and state
funds, or monies recovered as the result of a judgment or settlement of a
lawsuit or from an insurance or personal settlement arising from a claim
relating to a recipient child's medical condition, as well as any
aid which may be made available to the Board of Trustees for
administering, through the Division of Specialized Care for Children, a
program of services for children with physical disabilities or who are suffering from
conditions which may lead to a physical disability, including medical, surgical,
corrective and other services and care, and facilities for diagnosis,
hospitalization and aftercare of such children.
