At a regular session of the State of Illinois, begun and held at
the Capitol in the City of Springfield at 12:00 o'clock noon, on the
second Wednesday of January in the year of our Lord 2001, pursuant to
the provisions of Section 6(b), Article Four (4) of the Constitution
of the State of Illinois.
The Honorable Jesse White, Secretary of State, called the House to
order and presided over deliberation until the election of a Speaker as
presiding officer as provided by the Constitution.
Prayer by Reverend Derrick B. Clifton, Sr., of The Way of Christ
Missionary Baptist Church of Chicago, Illinois and Rabbi Barry Marks of
the Temple Israel of Springfield, Illinois.
Representative Capparelli led the House in the Pledge of
Allegiance.
The Secretary of State designated Anthony Rossi, Provisional Clerk,
Lee Crawford, Provisional Doorkeeper and Robert Uhe, Provisional
Parliamentarian, pending the organization of the House and directed the
Provisional Clerk to call the roll of the Representatives-elect of the
Ninety-Second General Assembly as certified by the State Board of
Elections, proclaimed by the Governor, together with a Letter of
Transmittal from the State Board of Elections which is as follows:

The Secretary of State then announced that the Honorable Justice of
the Illinois Appellate Court, the Honorable Alan J. Greiman, was
present and ready to administer the Oath of Office to the Members-elect
of the House of Representatives.
Whereupon, the Oath of Office was administered by Justice Alan J.
Greiman to the Members-elect of the House of Representatives.
Under Article IV, Section 6b, of the Constitution, the first order
of business of this House is the election from its Members, a Speaker
as presiding officer. The House is now convened governed by the the
Rules of the House of the 91st General Assembly, which are made
applicable to these proceedings by Section 3 of the General Assembly
Operations Act.
ELECTION OF SPEAKER
The Secretary of State announced the next order of business to be
the election of Speaker from among the Members of the House of
Representatives and called for nominations.
Representative Capparelli placed in nomination for Speaker,
Representative Madigan.
Representative Erwin seconded the nomination for Representative
Madigan.
Representative Art Turner seconded the nomination for
Representative Madigan.
Representative Scott seconded the nomination for Representative
Madigan.
Representative Tenhouse placed in nomination for Speaker,
Representative Daniels.
Representative Coulson seconded the nomination for Representative
Daniels.
Representative O'Connor seconded the nomination for Representative
Daniels.
There being no further nominations, Secretary of State White
declared the nomination for the Office of Speaker be closed.
Representative Daniels asked and obtained unanimous consent for
Michael J. Madigan to be elected as Speaker by acclamation.

Having received the required vote, The Honorable Jesse White
declared Representative Michael J. Madigan elected Speaker of the House
of the Ninety-Second General Assembly and Representative Lee A. Daniels
was declared elected Minority Leader of the House of the Ninety-Second
General Assembly.
The Secretary of State, with the consent of the House, appointed
the following Members to escort the Speaker-elect to the Rostrum to
take the Constitutional Oath: Representatives Edward Acevedo, Shirley
Jones, Eileen Lyons, Joseph Lyons, Don Moffitt, Mary Kay O'Brien, Dan
Reitz, Doug Scott and John Turner as the Committee of Escort to escort
Michael J. Madigan.
Whereupon, the Committee of Honor proceeded to the seat of
Representative Madigan to escort him to the Rostrum.
The Secretary of State presented to the House, Justice Alan J.
Greiman who administered the Constitutional Oath to the Speaker-elect
Michael J. Madigan.
The Speaker requested the Committee of Escort, previously appointed
to escort him to the Rostrum, to escort the Honorable Jesse White,
Secretary of State, from the Chambers.
Speaker Madigan recognized Governor George Ryan and his wife.

Speaker Madigan recognized his family, Cook County and Chicago

Justice Freeman, Supreme Court Justice McMorrow, Supreme Court Justice
Fitzgerald, Supreme Court Justice Kilbride, Loretta Durbin, Cook County
Board President John Stroger, Yonnie Stroger, Cook County State's
Attorney Dick Devine, Cook County Recorder of Deeds Gene Moore, Cook
County Clerk of the Circuit Court Dorothy Brown, Cook County Board of
Review Commission Joe Berrios, Cook County Board of Review Commissioner
Bob Shaw, Former Cook County Assessor Tom Hynes, Alderman Frank Olivo,
Karen Olivo and Frank Olivo.
Minority Leader Daniels recognizes his family and elected
officials.
ACTION ON MOTION
Representative Brunsvold moved for the immediate consideration and
suspension of applicable House Rules for the adoption of House
Resolution 1, 2 and 3.
A voice vote was taken on the motion.
The motion prevailed.
