    The House met pursuant to adjournment.
    The Speaker in the Chair.
    Prayer by LeeArthur Crawford, Assistant  Pastor  at  the  Victory
Temple Church in Springfield, Illinois.
    Representative Bellock led the House in the Pledge of Allegiance.
    By  direction  of the Speaker, a roll call was taken to ascertain
the attendance of Members, as follows:
    111 present.  (ROLL CALL 1-2ss)

    By unanimous consent, Representatives Coulson,  Franks,  Mathias,
Schoenberg and Wait were excused from attendance.


                               RECESS

    At the hour of 11:09 o'clock a.m., Speaker Madigan moved that the
House do now take a recess until the call of the Chair.
    The motion prevailed.
    At the hour of 5:23 o'clock p.m., the House resumed its session.
    Speaker Madigan in the Chair.


    At  the  hour  of  5:23 o'clock p.m., Representative Currie moved
that the House do now adjourn until Friday,  December  24,  1999,  at
9:00 o'clock a.m.
    The motion prevailed.
    And the Second Special Session stood adjourned.
