13 [February 10, 2000] Offered by Representative Woolard: WHEREAS, Methyl tertiary butyl ether (MTBE) is a gasoline additive that increases the oxygen content of gasoline, making the fuel burn more cleanly and reducing smog; recently the additive has raised many health concerns; and WHEREAS, Leaking gasoline storage tanks and pipelines have caused MTBE to seep into drinking water supplies in dozens of states where the chemical is used, giving the water a turpentine-like taste and smell; and WHEREAS, MTBE was hailed as the savior of the federal Clean Air Act in the early 1990s; now the chemical is under scrutiny as it poses a health hazard and has been listed as a possible carcinogen; and WHEREAS, Included in the list of alternatives to MTBE is corn-based ethanol; Illinois' ethanol industry supports over 50,000 jobs in the corn farming and ethanol processing sector, with major facilities in Peoria, Decatur, and elsewhere in the State, making ethanol readily available within Illinois; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY- FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we respectfully urge the U.S. Congress to pass legislation banning the use of MTBE as a gasoline additive in the United States; and be it further RESOLVED, That a suitable copy of this resolution be delivered to the President pro tempore of the U.S. Senate, the Speaker of the U.S. House of Representatives, the members of the Illinois congressional delegation, the Administrator of the U.S. Environmental Protection Agency, Governor George Ryan, the President of the Illinois Senate, the Director of the Illinois Environmental Protection Agency, and the Chairman of the Pollution Control Board. HOUSE RESOLUTION 580 Offered by Representative Crotty: WHEREAS, Approximately 100 drivers in Illinois wear spectacle-mounted telescopes while driving; and WHEREAS, Since January 1999 these persons have been allowed to drive only in daylight hours; and WHEREAS, Twenty other states currently allow drivers wearing spectacle-mounted telescopes to drive during the nighttime as well as the daylight hours; and WHEREAS, From 1987 through 1998, during the administrations of former Secretaries of State Jim Edgar and George H. Ryan, Illinois drivers wearing spectacle-mounted telescopes also were allowed to drive during the nighttime hours if they met all the medical requirements established by the Vision Advisory Committee, a panel of doctors in consultation with the Secretary; and WHEREAS, Illinois drivers wearing spectacle-mounted telescopes have sustained substantial economic losses as a result of not being allowed to drive during the nighttime hours; therefore be it RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, That we urge Secretary of State Jesse White to reconvene the Vision Advisory Committee and to reinstate the policy of allowing drivers wearing telescopic lenses to drive during the nighttime as well as the daylight hours if they meet the medical requirements established by the committee; and be it further RESOLVED, That a suitable copy of this resolution be delivered to Secretary of State Jesse White.
