9 [January 19, 2000] AGREED RESOLUTION The following resolutions were offered and placed on the Calendar on the order of Agreed Resolutions. HOUSE RESOLUTION 535 Offered by Representative Bill Mitchell: WHEREAS, The members of this House are pleased and honored to recognize significant achievements in the lives of individuals of this great State; and WHEREAS, Orville S. Kahn is celebrating his fiftieth anniversary in the practice of law; a reception was held at Christ Lutheran Church in Decatur; and WHEREAS, Born in Joliet on May 5, 1922, Orville Kahn graduated from Hyde Park High School in 1940; he was a military policeman during World War II; he received degrees at the University of Illinois and passed the bar exam on the first try and was admitted to practice on January 9, 1950; and WHEREAS, Mr. Kahn worked in the office of James S. Baldwin in Decatur for three years; he practiced solo in Decatur including brief stints as an investigator with the Office of Price Stabilization, as assistant Macon County state's attorney, and as an assistant attorney general; he also has been a hearing officer for the Illinois Pollution Control Board for twenty years and has been a hearing officer in landfill expansion matters in several counties for ten years; and WHEREAS, Mr. Kahn has provided free legal assistance to the needy, the elderly, and the disabled; he has been a volunteer in the Decatur AMBUCS, Easter Seal Society, March of Dimes, United Cerebral Palsy, and Temple B'nai Abraham; and WHEREAS, He married Judith Gorschen of Decatur in 1947; she died in 1984; they had four children, Susan, Jay, Brian, and Jill, and seven grandchildren; and WHEREAS, He later married Anita Hale in 1987, and between them they have seven children and twelve grandchildren; and WHEREAS, A courteous, gracious, and pleasant family man, Orville Kahn is loved and respected by all; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Orville S. Kahn as he celebrates fifty years of practicing law; and be it further RESOLVED, That a suitable copy of this resolution be presented to him as an expression of our respect and admiration. HOUSE RESOLUTION 536 Offered by Representative Bill Mitchell: WHEREAS, The members of the Illinois House of Representatives are pleased to honor milestones in the lives of citizens of the State of Illinois; and WHEREAS, It has come to the attention of this Body that Elvesta (Knierim) Topp of Effingham is celebrating her 95th birthday this year; and WHEREAS, Elvesta Topp was born on January 23, 1905; her parents were John and Mary Wetherall Knierim; she was the seventh child born and is today the only living child; she still owns the farmhouse built by her parents and her brother in the late 1800's; and WHEREAS, Elvesta Topp has a wonderful family history; her grandfather was born in Germany and came to Illinois in 1853; he served in the Civil War, as did her Grandfather Wetherall; and WHEREAS, Elvesta Topp received her education in a one-room schoolhouse, where one teacher taught eight grade levels; there was a daily walk to school for the children, except when the weather was bad and the smallest children were given a ride in the buggy by an older brother; and WHEREAS, There were no toys, only rag dolls made by Mrs. Topp and
[January 19, 2000] 10 her sister; mud roads made life hard, with even the horses having a rough time going through; laundry was done in tubs and with a wash board; kerosene lamps provided the only source of evening light until the 1940's; and WHEREAS, Clothing was made from chicken feed sacks; the chores including milking the cows, feeding the chickens and ducks, helping in the field, and collecting eggs; during harvest time Mrs. Topp helped with the raking, hauling, and stacking of hay; she remembers that the neighbors would unite to help one another; and WHEREAS, Mrs. Topp recalls when the family doctor made house calls; she remembers when neighbors were neighborly; and she remembers when life was easier; and WHEREAS, Mrs. Topp worked as a cook at the Central Grade School for many years, as well as the Steak House in Effingham; in the last year she retired from mowing the grass as well; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Mrs. Elvesta Topp on living a wonderful life; on the occasion of her 95th birthday we wish her many more years of joy and happiness; and be it further RESOLVED, That a suitable copy of this resolution be presented to Mrs. Elvesta Topp. HOUSE RESOLUTION 538 Offered by Representative Brady: WHEREAS, The members of the Illinois House of Representatives are pleased to honor milestones in the lives of citizens of the State of Illinois; and WHEREAS, It has come to the attention of this Body that Don Munson, host of the WJBC Morning Show, has announced his retirement on January 28, 2000; and WHEREAS, Don Munson is the host of the top-rated morning radio show in the Twin Cities of Bloomington and Normal; Don Munson is the vice president of Twin Cities Broadcasting, the operators of WJBC, which is owned by Bloomington Broadcasting; and WHEREAS, Don Munson retired as the station manager of WJBC two and a half years ago; and WHEREAS, Don Munson began working on the morning show in 1965; for the past 35 years the show has been ranked number one in the Arbitron ratings for radio stations; in 1991 Don Munson received the Marconi Award, being named the nation's top small market radio personality; and WHEREAS, Don Munson served as chief programmer for the station for 20 years; he was responsible for the "Spirit of McLean County" image adopted by the station in 1976; he was also responsible for the local Forum commentary group, the Brotherhood Tree, and WJBC Great Escapes; he will continue to host his Sunday night show "Don Munson's Archives", showcasing vintage jazz and big band music; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Don Munson on his retirement from the WJBC Morning Show; and be it further RESOLVED, That a suitable copy of this resolution be presented to Don Munson. HOUSE RESOLUTION 539 Offered by Representative Julie Curry: WHEREAS, The members of the Illinois House of Representatives are saddened to learn of the death of Keith M. Bell of Bement, Illinois, who recently passed away; and WHEREAS, Keith M. Bell was born on June 12, 1921 in Decatur, Illinois; his parents were William Channing Bell and Mabel McLaughlin Bell; on June 16, 1946 he married Ruth Marie Gragg in Decatur, Illinois; and WHEREAS, Keith M. Bell received his early education in the Decatur school system and later graduated from high school in Bement; he
11 [January 19, 2000] attended Illinois Commercial College and the University of Illinois; during World War II he served with the United States Army; he was stationed at Headquarters Mediterranean Base Sect., Oran, North Africa; Allied Force Headquarters in Caserta, Italy; Headquarters Southern Line of Communications, Dijon, France; and Headquarters European Theater of Operations in Paris, France; in Paris he served directly under the command of General Dwight D. Eisenhower; and WHEREAS, Keith M. Bell returned from the service and joined his father at the Bell Insurance Agency; in 1957 he joined with Lew Wilkinson and formed the Bell and Wilkinson Agency; and WHEREAS, Keith M. Bell was a member of the Bement United Methodist Church; he served as a volunteer fireman for the Bement Fire Protection District; he was a village trustee for 8 years; he was a 50-year member of the Albert Parker Post 620 American Legion; he was a 45-year member of Bement Masonic Lodge 365; he was a member of the board of the Bement Veterans Memorial in 1999; and many other groups and organizations; and WHEREAS, Keith M. Bell will be remembered for his love of photography; his office wall had many photos showing the history of Bement; and WHEREAS, Keith M. Bell is survived by his wife, Ruth; his son, William H. Bell and his wife, Linda; his daughter, Barbara Pittman and her husband, Mark; his grandchildren, William M. Bell, Brian Bell, and Erin Pittman; and his close family member, William F.
