2 | WHEREAS, Iran remains the world's leading state-sponsor of | ||||||
3 | terrorism; and
| ||||||
4 | WHEREAS, The Joint Comprehensive Plan of Action (JCPOA) | ||||||
5 | does not definitively block all of Iran's pathways to a nuclear | ||||||
6 | bomb; and
| ||||||
7 | WHEREAS, The 24-day window for inspecting undeclared | ||||||
8 | facilities will allow Iran to hide most weaponization activity, | ||||||
9 | centrifuge manufacturing, centrifuge components, computer | ||||||
10 | modeling to simulate nuclear explosive devices, work on firing | ||||||
11 | systems, experiments with explosive lenses, uranium | ||||||
12 | stockpiles, incriminating documentation, computers and hard | ||||||
13 | drives, and missile components; and
| ||||||
14 | WHEREAS, The JCPOA fails to achieve "anytime, anywhere" | ||||||
15 | inspections necessary for monitoring Iran's nuclear program; | ||||||
16 | the JCPOA also forbids American inspectors from verifying | ||||||
17 | Iran's nuclear program; and
| ||||||
18 | WHEREAS, Iranian leaders have proudly boasted that the | ||||||
19 | JCPOA provides for no inspections on Iran's military sites; and
| ||||||
20 | WHEREAS, The "managed access" allowed in this deal will be |
| |||||||
| |||||||
1 | insufficient for ensuring that Iran not acquire nuclear | ||||||
2 | weapons; this deal also does not require Iran to come clean on | ||||||
3 | the past military dimensions of its nuclear program, which | ||||||
4 | would be necessary to accurately gauge Iran's breakout | ||||||
5 | capacity; and
| ||||||
6 | WHEREAS, The JCPOA will give Iran access to up to $150 | ||||||
7 | billion - nearly half of Iran's annual gross domestic product - | ||||||
8 | which will embolden the autocratic regime to confront the | ||||||
9 | United States, destabilize the Middle East, and discourage | ||||||
10 | Iranian moderates; and
| ||||||
11 | WHEREAS, The agreement puts in place temporary | ||||||
12 | restrictions on Iran's nuclear program in exchange for | ||||||
13 | near-immediate permanent sanctions relief for Iran; and | ||||||
14 | WHEREAS, The JCPOA legitimizes Iran's nuclear program and | ||||||
15 | enables the Ayatollah's Iran to become a nuclear threshold | ||||||
16 | state in 15 years, while leaving almost all of Iran's extensive | ||||||
17 | nuclear infrastructure intact; and
| ||||||
18 | WHEREAS, The human rights situation in Iran continues to | ||||||
19 | deteriorate, according to a June 2015 State Department report; | ||||||
20 | therefore, be it

21 | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL |

1 | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES | ||||||
2 | CONCURRING HEREIN, that we support the finding of the best | ||||||
3 | long-term solution for peace and security in the Middle East | ||||||
4 | and a nuclear-free Iran and call upon Congress to oppose the | ||||||
5 | current inadequate deal and press for a new deal that will | ||||||
6 | prevent all of Iran's pathways to a nuclear bomb; and be it | ||||||
7 | further
| ||||||
8 | RESOLVED, That a suitable copy of this resolution be | ||||||
9 | delivered to the members of the Illinois congressional | ||||||
10 | delegation.
