| 1 | SENATE JOINT RESOLUTION NO. 13 | ||||||

| 3 | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL | ||||||
| 4 | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES | ||||||
| 5 | CONCURRING HEREIN, that the Personal Property Replacement Tax | ||||||
| 6 | Reform Task Force is hereby created; and be it further
| ||||||
| 7 | RESOLVED, That the Task Force shall consist of the | ||||||
| 8 | following 13 members:
| ||||||
| 9 | (1) the Speaker of the House
of
Representatives or his | ||||||
| 10 | or her designee; | ||||||
| 11 | (2) the Minority Leader of the House of Representatives | ||||||
| 12 | or his or her designee; | ||||||
| 13 | (3) the Senate President or his or her designee; | ||||||
| 14 | (4) the
Senate
Minority Leader or his or her designee; | ||||||
| 15 | (5) the Director of Revenue or his or her designee; | ||||||
| 16 | (6) a representative of a statewide organization | ||||||
| 17 | representing municipalities, appointed by the Governor; | ||||||
| 18 | (7) a representative of a statewide association | ||||||
| 19 | representing taxpayers, appointed by the Governor; | ||||||
| 20 | (8) a representative of a statewide association | ||||||
| 21 | representing manufacturers, appointed by the Governor; | ||||||
| 22 | (9) a representative of a statewide chamber of | ||||||
| 23 | commerce, appointed by the Governor; | ||||||
| 24 | (10) a representative of a statewide association | ||||||

| |||||||
| 1 | representing retail merchants, appointed by the Governor; | ||||||
| 2 | (11) a representative of a county, appointed by the | ||||||
| 3 | Governor; | ||||||
| 4 | (12) a representative of a statewide association | ||||||
| 5 | representing school boards, appointed by the Governor; | ||||||
| 6 | (13) a representative of a statewide association | ||||||
| 7 | representing park districts, appointed by the Governor; | ||||||
| 8 | and | ||||||
| 9 | (14) a representative of township government, | ||||||
| 10 | appointed by the Governor; and be it further | ||||||
| 11 | RESOLVED, That the members of the Task Force shall select a | ||||||
| 12 | chairperson from among themselves; and be it further | ||||||
| 13 | RESOLVED, That the Task Force shall meet at the call of the | ||||||
| 14 | chair or any 8 members; and be it further | ||||||
| 15 | RESOLVED, That the Task Force shall conduct a study on | ||||||
| 16 | personal property replacement taxes; and be it further | ||||||
| 17 | RESOLVED, That the Task Force shall identify the types of | ||||||
| 18 | entities that pay personal property replacement taxes in this | ||||||
| 19 | State and shall study the distribution of personal property | ||||||
| 20 | replacement tax revenue and the ways in which the population | ||||||
| 21 | and businesses have shifted since personal property | ||||||
| 22 | replacement taxes were first introduced; and be it further | ||||||

| 1 | RESOLVED, That the members of the Task Force shall serve | ||||||
| 2 | without compensation but shall be reimbursed for their | ||||||
| 3 | reasonable and necessary expenses from funds appropriated for | ||||||
| 4 | that purpose; and be it further | ||||||
| 5 | RESOLVED, That the Department of Revenue shall provide | ||||||
| 6 | administrative support to the Task Force; and be it further | ||||||
| 7 | RESOLVED, That the Task Force shall submit its findings to | ||||||
| 8 | the General Assembly no later than August 1, 2015; and be it | ||||||
| 9 | further | ||||||
| 10 | RESOLVED, That suitable copies of this resolution be | ||||||
| 11 | presented to the Governor and the Director of Revenue.
