2 | WHEREAS, It is highly fitting that the Illinois General
| ||||||
3 | Assembly pays honor and respect to individuals who gave their
| ||||||
4 | lives in service to their communities; and
| ||||||
5 | WHEREAS, On October 28, 2007, at approximately 2:49 a.m., | ||||||
6 | Illinois State Trooper Brian Carl McMillen, while responding to | ||||||
7 | a request by a local
officer for assistance, was involved in a | ||||||
8 | fatal traffic crash with 2 additional vehicles on Dye Road in | ||||||
9 | eastern Sangamon
County; and
| ||||||
10 | WHEREAS, Trooper McMillen grew up in Pana; he enlisted in | ||||||
11 | the Illinois Air National Guard in 2000 and was a proud member | ||||||
12 | serving as a Tech Sergeant with the 183rd
Security Forces | ||||||
13 | Squadron Fighter Wing; during his
tenure, he served 3 separate | ||||||
14 | overseas deployments; he served in Saudi Arabia in 2002 as part
| ||||||
15 | of Operation South Watch, in Romania in 2003 as part of | ||||||
16 | Operation Iraqi Freedom, and in Italy in 2005; he received his | ||||||
17 | bachelor degree in criminal justice in 2005 from the University | ||||||
18 | of Illinois-Springfield; and
| ||||||
19 | WHEREAS, Trooper McMillen graduated from Illinois State | ||||||
20 | Police Cadet Class #113, for which he served as president, on | ||||||
21 | February 2, 2007; and

1 | WHEREAS, Every May, the Lincoln Land Community College
| ||||||
2 | (LLCC) Veterans Club hosts a Memorial Run/Walk to fund the LLCC | ||||||
3 | Brian McMillen Veterans Scholarship to honor Trooper | ||||||
4 | McMillen's legacy and to provide financial support to veterans | ||||||
5 | attending LLCC; and
| ||||||
6 | WHEREAS, Trooper McMillen is survived by his wife; his | ||||||
7 | parents; and his 10 siblings; therefore, be it
| ||||||
8 | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL | ||||||
9 | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES | ||||||
10 | CONCURRING HEREIN, that we designate the Interstate 72, Exit | ||||||
11 | 122 overpass as the "Trooper Brian McMillen Memorial Overpass"; | ||||||
12 | and be it further | ||||||
13 | RESOLVED That the Illinois Department of Transportation
is | ||||||
14 | requested to erect at suitable locations, consistent with
State | ||||||
15 | and federal regulations, appropriate plaques or signs
giving | ||||||
16 | notice of the name
"Trooper Brian McMillen Memorial Overpass"; | ||||||
17 | and be it further

18 | RESOLVED, That suitable copies of this resolution be | ||||||
19 | presented to the family of Trooper McMillen and the Secretary | ||||||
20 | of the Illinois Department of Transportation.
