2 | WHEREAS, The transportation of elementary and secondary | ||||||
3 | education students is an important public policy issue; and
| ||||||
4 | WHEREAS, Whether or not a school district in Illinois may | ||||||
5 | use a multi-function school activity bus for transportation is | ||||||
6 | continually up for debate; and
| ||||||
7 | WHEREAS, There is a need for accurate and consistent | ||||||
8 | information regarding the legal and appropriate mode of | ||||||
9 | transportation of students in Kindergarten through 12th grade | ||||||
10 | which is made available to administrators, educators, parents, | ||||||
11 | and transportation companies; therefore, be it
| ||||||
12 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
13 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
14 | SENATE CONCURRING HEREIN, that there is created the Task Force | ||||||
15 | on Modes of School Transportation for Elementary and Secondary | ||||||
16 | Education, consisting of members appointed as follows: | ||||||
17 | (1) the State Superintendent of Education or his or her | ||||||
18 | designee; | ||||||
19 | (2) the Secretary of State or his or her designee; |

1 | (3) the Secretary of the Illinois Department of | ||||||
2 | Transportation or his or her designee; | ||||||
3 | (4) a member of the Senate appointed by the President of | ||||||
4 | the Senate; | ||||||
5 | (5) a member of the Senate appointed by the Minority Leader | ||||||
6 | of the Senate; | ||||||
7 | (6) a member of the House appointed by the Speaker of the | ||||||
8 | House; | ||||||
9 | (7) a member of the House appointed by the Minority Leader | ||||||
10 | of the House; | ||||||
11 | (8) a representative of ED-RED; | ||||||
12 | (9) a representative of the Illinois Association of Private | ||||||
13 | Special Education Centers; | ||||||
14 | (10) a representative of the Illinois Association of | ||||||
15 | Regional Superintendents of Schools; | ||||||
16 | (11) a representative of the Illinois Education | ||||||
17 | Association; |

1 | RESOLVED, That the Task Force on Modes of School | ||||||
2 | Transportation for Elementary and Secondary Education shall: | ||||||
3 | (1) be chaired by the Superintendent of the State Board of | ||||||
4 | Education or his or her designee; | ||||||
5 | (2) conduct a thorough review of existing State and federal | ||||||
6 | law regarding the use of the various modes to transport | ||||||
7 | elementary and secondary education students; | ||||||
8 | (3) develop concise and consistent information to be | ||||||
9 | communicated by the State Board of Education, the Illinois | ||||||
10 | Department of Transportation, and the Secretary of State to | ||||||
11 | the public about the legal means by which elementary and | ||||||
12 | secondary education students may be transported such as: | ||||||
13 | a) the type of vehicle and the required equipment to | ||||||
14 | transport elementary and secondary education | ||||||
15 | students; | ||||||
16 | b) the allowed purpose of the transportation and any | ||||||
17 | other limits of transportation of elementary and | ||||||
18 | secondary education students by vehicle type; | ||||||
19 | c) the type of drivers license required to transport |

1 | elementary and secondary education students; and | ||||||
2 | d) the requirements for driver licensing and vehicle | ||||||
3 | licensing and inspection; and | ||||||
4 | (4) make recommendations to the State Board of Education | ||||||
5 | and the Illinois General Assembly regarding the safe | ||||||
6 | transportation of elementary and secondary education | ||||||
7 | students in our State; and be it further | ||||||
8 | RESOLVED, That the Task Force on the Modes of School | ||||||
9 | Transportation for Elementary and Secondary Education shall | ||||||
10 | seek input from stakeholders and members of the public on the | ||||||
11 | issues to be reviewed and reported on by the Task Force; and be | ||||||
12 | it further | ||||||
13 | RESOLVED, That members of the Task Force on Modes of School | ||||||
14 | Transportation for Elementary and Secondary Education shall | ||||||
15 | serve without compensation, and the State Board of Education | ||||||
16 | shall provide administrative and other support to the Task | ||||||
17 | Force; and be it further | ||||||
18 | RESOLVED, That the Task Force on Modes of School | ||||||
19 | Transportation for Elementary and Secondary Education shall | ||||||
20 | meet at the request of the Task Force Chair, but shall meet a | ||||||
21 | minimum of four times prior to September 1, 2017; and be it |

2 | RESOLVED, That the Task Force on Modes of School | ||||||
3 | Transportation for Elementary and Secondary Education shall | ||||||
4 | present its legislative and administrative recommendations to | ||||||
5 | the President of the Senate, the Minority Leader of the Senate, | ||||||
6 | the Speaker of the House, and the Minority Leader of the House | ||||||
7 | no later than September 1, 2017.
