HOUSE JOINT RESOLUTION

 
2    WHEREAS, The Founders of our country empowered state
3legislators to be guardians of liberty against future abuses of
4power by the federal government; and
 
5    WHEREAS, The federal government has created a crushing
6national debt through improper and imprudent spending; and
 
7    WHEREAS, The federal government has invaded the legitimate
8roles of the states through the manipulative process of federal
9mandates, most of which are unfunded to a great extent; and
 
10    WHEREAS, The federal government has ceased to live under a
11proper interpretation of the Constitution of the United States;
12and
 
13    WHEREAS, It is the solemn duty of the states to protect the
14liberty of our people - particularly for the generations to
15come - by proposing Amendments to the Constitution of the
16United States through a Convention of the States under Article
17V for the purpose of restraining these and related abuses of
18power; therefore, be it
 
19    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
20NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE

1SENATE CONCURRING HEREIN, that the State of Illinois hereby
2makes application to Congress under the provisions of Article V
3of the Constitution of the United States for the calling of a
4convention of the states limited to proposing amendments to the
5Constitution of the United States that impose fiscal restraints
6on the federal government, limit the power and jurisdiction of
7the federal government, and limit the terms of office for its
8officials and for members of Congress; and be it further
 
9    RESOLVED, That the Secretary of State is hereby directed to
10transmit copies of this application to the President and the
11Secretary of the United States Senate, the Speaker and the
12Clerk of the United States House of Representatives, and the
13members of the Senate and House of Representatives from this
14State; copies shall also be transmitted to the presiding
15officers of each of the legislative houses in the several
16states, requesting their cooperation; and be it further
 
17    RESOLVED, That this application constitutes a continuing
18application in accordance with Article V of the Constitution of
19the United States until the legislatures of at least two-thirds
20of the several states have made applications on the same
21subject; and be it further
 
22    RESOLVED, That a copy of this resolution be delivered to
23the Secretary of State.
