1 | HOUSE JOINT RESOLUTION

2 | WHEREAS, In response to concerns regarding premium costs | ||||||
3 | for Illinois employers responsible for providing Workers' | ||||||
4 | Compensation Insurance coverage for their employees, the State | ||||||
5 | of Illinois enacted Public Act 97-0018 which created a | ||||||
6 | substantial reduction in benefits for injured workers, with the | ||||||
7 | intention of providing employers relief from the high costs of | ||||||
8 | workers' compensation premiums; and
| ||||||
9 | WHEREAS, As a result of this Act, the National Council on | ||||||
10 | Compensation Insurance has subsequently recommended premium | ||||||
11 | rate reductions totaling nearly 20% for Illinois employers; and
| ||||||
12 | WHEREAS, If fully implemented by insurers, such a rate | ||||||
13 | reduction would provide Illinois' employers with nearly $1 | ||||||
14 | billion in premium savings; and
| ||||||
15 | WHEREAS, Employers have experienced premium reductions of | ||||||
16 | $315 million, which represents only a fraction of the $1 | ||||||
17 | billion that would have been saved via full implementation of | ||||||
18 | the recommended rate reductions; therefore, be it
| ||||||
19 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
20 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
21 | SENATE CONCURRING HEREIN, that there is created the Workers' |

1 | Compensation Premium Rates Task Force consisting of 12 members | ||||||
2 | appointed as follows: 2 legislative members appointed by the | ||||||
3 | Speaker of the House of Representatives; 2 legislative members | ||||||
4 | appointed by the Minority Leader of the House of | ||||||
5 | Representatives; 2 legislative members appointed by the | ||||||
6 | President of the Senate; 2 legislative members appointed by the | ||||||
7 | Minority Leader of the Senate; one member representing a | ||||||
8 | statewide association representing retailers; one member of a | ||||||
9 | statewide association representing manufacturers; one member | ||||||
10 | of a statewide association representing labor interests; and | ||||||
11 | one member of a statewide association representing injured | ||||||
12 | workers; 2 chairpersons, representing different political | ||||||
13 | parties, shall be selected by the members of the Task Force; | ||||||
14 | and be it further

15 | RESOLVED, That the Task Force shall study the National | ||||||
16 | Council on Compensation Insurance's recommendations for | ||||||
17 | workers' compensation premium rates and the extent to which | ||||||
18 | Illinois employers' actual premiums reflect these recommended | ||||||
19 | rates; and be it further | ||||||
20 | RESOLVED, That the Task Force shall report its findings and | ||||||
21 | recommendations to the Illinois House of Representatives and | ||||||
22 | the Illinois Senate no later than December 31, 2015.
