SYNOPSIS AS INTRODUCED:

 

Appropriates $861,445,100 for the ordinary and contingent expenses of various boards of trustees and agencies within higher education.  Effective immediately.

    AN ACT concerning appropriations.

 

        Be it enacted by the People of the State of Illinois, represented in the General Assembly:

 

ARTICLE 1

 

    Section 5.  The sum of $16,756,100, or so much thereof as may be necessary, is appropriated from the Education Assistance Fund to the Board of Trustees of Chicago State University for ordinary and contingent expenses for the fiscal year ending June 30, 2016.

 

ARTICLE 2

 

    Section 5.  The sum of $11,249,000, or so much thereof as may be necessary, is appropriated from the Education Assistance Fund to the Board of Trustees of Governors State University for ordinary and contingent expenses for the fiscal year ending June 30, 2016.

 

ARTICLE 3

 

    Section 5.  The sum of $137,300,500, or so much thereof as may be necessary, is appropriated from the Education Assistance Fund to the Illinois Community College Board for distribution of base operating and equalization grants to qualifying public community colleges and the City Colleges of Chicago for educational related expenses.

 

ARTICLE 4

 

    Section 5.  The following named amounts, or so much thereof as may be necessary, respectively, for the objects and purposes hereinafter named, are appropriated from the Education Assistance Fund to the Illinois Mathematics and Science Academy to meet ordinary and contingent expenses for the fiscal year ending June 30, 2016:

  For Retirement....................................... 100

  For State Contributions to Social

   Security, for Medicare........................... 87,800

  For Contractual Services....................... 1,915,000

  For Travel........................................ 59,200

  For Equipment.................................... 284,600

  For Electronic Data Processing.................... 62,500

  For Telecommunications............................ 46,500

  For Operation of Automotive Equipment............. 24,200

    Total                                        $8,565,000

 

ARTICLE 5

 

    Section 5.  The sum of $17,250,200, or so much thereof as may be necessary, is appropriated from the Education Assistance Fund to the Board of Trustees of Northeastern Illinois University for ordinary and contingent expenses for the fiscal year ending June 30, 2016.

 

ARTICLE 6

 

    Section 5.  The sum of $92,713,300, or so much thereof as may be necessary, is appropriated from the Education Assistance Fund to the Board of Trustees of Southern Illinois University for ordinary and contingent expenses for the fiscal year ending June 30, 2016.

 

ARTICLE 7

 

    Section 5.  The sum of $272,563,700, or so much thereof as may be necessary, is appropriated from the Education Assistance Fund to the Board of Trustees of the University of Illinois for ordinary and contingent expenses for the fiscal year ending June 30, 2016.

 

    Section 10.  The sum of $20,564,200, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Board of Trustees of the University of Illinois for operating costs and expenses related to or in support of the University of Illinois Hospital.

 

ARTICLE 8

 

    Section 5.  The sum of $20,091,100, or so much thereof as may be necessary, is appropriated from the Education Assistance Fund to the Board of Trustees of Eastern Illinois University for ordinary and contingent expenses for the fiscal year ending June 30, 2016.

 

ARTICLE 9

 

    Section 5.  The sum of $33,766,000, or so much thereof as may be necessary, is appropriated from the Education Assistance Fund to the Board of Trustees of Illinois State University for ordinary and contingent expenses for the fiscal year ending June 30, 2016.

 

ARTICLE 10

 

    Section 5.  The sum of $163,989,400, or so much thereof as may be necessary, is appropriated to the Illinois Student Assistance Commission from the General Revenue Fund for grant awards to students eligible for the Monetary Award Program, as provided by law.

 

ARTICLE 11

 

    Section 5.  The sum of $42,585,900, or so much thereof as may be necessary, is appropriated from the Education Assistance Fund to the Board of Trustees of Northern Illinois University for ordinary and contingent expenses for the fiscal year ending June 30, 2016.

 

ARTICLE 12

 

    Section 5. The sum of $24,050,700, or so much thereof as may be necessary, is appropriated from the Education Assistance Fund to the Board of Trustees of Western Illinois University for ordinary and contingent expenses for the fiscal year ending June 30, 2016.

 

ARTICLE 998

 

    Section 998.  The appropriation authority granted in this Act shall be valid only for costs incurred July 1, 2015 to June 30, 2016.

 

ARTICLE 999

 

Section 999.  This Act takes effect immediately upon becoming law, but this Act does not take effect at all unless House Bill 6410 of the 99th General Assembly, as introduced in the House of Representatives, becomes law.
