1 | | AN ACT concerning education.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The School Code is amended by adding Section |
5 | | 2-3.167 as follows: |
6 | | (105 ILCS 5/2-3.167 new) |
7 | | Sec. 2-3.167. Advisory Council on At-Risk Students. |
8 | | (a) For purposes of this Section, "at-risk students" means |
9 | | students served by the
Department of Human Services who receive |
10 | | services through Medicaid, the
Supplemental Nutrition |
11 | | Assistance Program, the Children's Health Insurance Program,
|
12 | | or Temporary Assistance for Needy Families, as well as students |
13 | | under the legal
custody of the Department of Children and |
14 | | Family Services. Students may not be
counted more than once for |
15 | | receiving multiple services from the Department of Human
|
16 | | Services or if they receive those services and are under the |
17 | | legal custody of the
Department of Children and Family |
18 | | Services. |
19 | | (b) The Advisory Council on At-Risk Students is created |
20 | | within the State Board of
Education. The Advisory Council shall |
21 | | consist of all of the following members: |
22 | | (1) One member of the House of Representatives |
23 | | appointed by the Speaker of the House of Representatives. |

1 | | (2) One member of the House of Representatives |
2 | | appointed by the Minority Leader of the House of |
3 | | Representatives. |
4 | | (3) One member of the Senate appointed by the President |
5 | | of the Senate. |
6 | | (4) One member of the Senate appointed by the Minority |
7 | | Leader of the Senate. |
8 | | (5) The following members appointed by the State |
9 | | Superintendent of Education: |
10 | | (A) One member who is an educator representing a |
11 | | statewide
professional teachers' organization. |
12 | | (B) One member who is an educator representing a |
13 | | different statewide
professional teachers' |
14 | | organization. |
15 | | (C) One member who is an educator representing a |
16 | | professional
teachers' organization in a city having a |
17 | | population exceeding
500,000. |
18 | | (D) One member from an organization that works for |
19 | | economic,
educational, and social progress for African |
20 | | Americans and promotes
strong sustainable communities |
21 | | through advocacy, collaboration, and
innovation. |
22 | | (E) One member from an organization that |
23 | | facilitates the involvement of
Latino Americans at all |
24 | | levels of public decision-making. |
25 | | (F) One member from an organization focused on |
26 | | research-based
education policy to support a school |

1 | | system that prepares all students
for college, a |
2 | | career, and democratic citizenship. |
3 | | (G) One member from an organization dedicated to |
4 | | advocating for public
policies to prevent |
5 | | homelessness. |
6 | | (H) One member from the Illinois Student |
7 | | Assistance Commission. |
8 | | (I) One member from an organization that works to |
9 | | ensure the health
and safety of Illinois youth and |
10 | | families by providing capacity building
services. |
11 | | (J) One member from an organization that provides |
12 | | public high school
students with opportunities to |
13 | | explore and develop their talents, while
gaining |
14 | | critical skills for work, college, and beyond. |
15 | | (K) One member from an organization that promotes |
16 | | the strengths and
abilities of youth and families by |
17 | | providing community-based services
that empower each |
18 | | to face life's challenges with confidence,
competence, |
19 | | and dignity. |
20 | | (L) One member from an organization that connects |
21 | | former members of
the foster care system with current |
22 | | children in the foster care system. |
23 | | (M) One member who has experience with research and |
24 | | statistics. |
25 | | (N) Three members who are parents of at-risk |
26 | | students. |

1 | | (O) One member from an organization that optimizes |
2 | | the positive growth of at-risk youth and individuals |
3 | | working with at-risk youth through support services. |
4 | | (P) One member from a statewide organization |
5 | | representing regional offices of education. |
6 | | Members of the Council shall, to the extent possible, be |
7 | | selected on the basis of experience with or knowledge of |
8 | | various programs for at-risk students. The Council shall, to |
9 | | the extent possible, include diverse membership from a variety |
10 | | of socio-economic, racial, and
ethnic backgrounds. |
11 | | (c) Initial members of the Council shall serve terms |
12 | | determined by lot as follows: |
13 | | (1) Seven members shall serve for one year. |
14 | | (2) Seven members shall serve for 2 years. |
15 | | (3) The remaining members shall serve for 3 years. |
16 | | Successors shall serve 3-year terms. Members must serve until |
17 | | their successors are appointed and have qualified. |
18 | | (d) Members of the Council shall not receive compensation |
19 | | for the performance of their duties on the Council. |
20 | | (e) The Council shall initially meet at the call of the |
21 | | State Superintendent of
Education. At the initial meeting, |
22 | | members shall select a chairperson from among their
number by |
23 | | majority vote; a representative from the State Board of |
24 | | Education may cast a
deciding vote if there is a tie. The |
25 | | Council shall select a chairperson annually, who
may be the |
26 | | same chairperson as the year prior. The Council shall meet at |

1 | | the
call of the chairperson after the initial meeting. |
2 | | (f) The State Board of Education and City of Chicago School |
3 | | District 299 shall provide administrative support to the |
4 | | Council. |
5 | | (g) The Council shall accept and consider public comments |
6 | | when making its
recommendations. |
7 | | (h) By no later than December 15, 2017, the Council shall |
8 | | submit a report to the State
Superintendent of Education, the |
9 | | Governor, and the General Assembly addressing, at a
minimum, |
10 | | the following with respect to school districts where racial |
11 | | minorities comprise a majority of the student population: |
12 | | (1) What are the barriers to success present for |
13 | | at-risk students? |
14 | | (2) How much does socio-economic status impact |
15 | | academic and career
achievement? |
16 | | (3) How do at-risk students perform academically? |
17 | | (4) How do at-risk students perform academically |
18 | | compared to students from
higher socio-economic statuses? |
19 | | (5) What programs are shown to help at-risk students |
20 | | reach higher levels of
academic and career achievement? |
21 | | (6) What specific curriculums help the academic |
22 | | success of at-risk students? |
23 | | (7) Of curriculums that help at-risk students, which of |
24 | | these need to be
implemented within the Illinois Learning |
25 | | Standards? |
26 | | (8) To what degree do school districts teach cultural |

|
1 | | history, and how can this be
improved? |
2 | | (9) Specific policy recommendations to improve the |
3 | | academic success of at-risk students. |
4 | | (10) Any other information that the Council determines |
5 | | will assist in the
understanding of the barriers to success |
6 | | for or increase the academic
performance of at-risk |
7 | | students. |
8 | | The Council shall submit an annual report with updated |
9 | | information on the barriers to
academic success and the |
10 | | academic progress of at-risk students by no later than December |
11 | | 15 of
each year beginning the year after the initial report is |
12 | | submitted.

13 | | Section 99. Effective date. This Act takes effect upon |
14 | | becoming law.
