SYNOPSIS AS INTRODUCED:

15 ILCS 20/50-6 new

Amends the State Budget Law of the Civil Administrative Code of Illinois. Provides that beginning with fiscal year 2017, and for each fiscal year thereafter, the entirety of the appropriation amount allocated to the State Board of Education for school districts and other pre-kindergarten through grade 12 education service providers shall be enacted and become law before the March 31st immediately preceding the beginning of that fiscal year. Effective immediately.

A BILL FOR

AN ACT concerning State government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 1. Purpose. It is important for each school district to be able to make informed budgetary decisions concerning its personnel on a yearly basis. In consideration of that important task, the purpose of this Act is to ensure that school districts are able to make informed budget decisions and not forced to give layoff notices to teachers and non-certified personnel when the school districts prepare their annual budget for their next fiscal year.

Section 5. The State Budget Law of the Civil Administrative Code of Illinois is amended by adding Section 50-6 as follows:

Sec. 50-6. Appropriations for school districts and other pre-kindergarten through grade 12 education service providers. Beginning with fiscal year 2017, and for each fiscal year thereafter, the entirety of the appropriation amount allocated to the State Board of Education for school districts and other pre-kindergarten through grade 12 education service providers shall be enacted and become law before the March 31st immediately preceding the beginning of that fiscal year.

Section 99. Effective date. This Act takes effect upon becoming law.
