1 | | (1) Interdisciplinary work of the center shall address |
2 | | the
following: |
3 | | (A) The nature of crime-related violence, |
4 | | including individual and
societal determinants of risk |
5 | | for involvement in crime-related violence,
whether as |
6 | | a victim or a perpetrator. |
7 | | (B) The individual, community, and societal public |
8 | | health consequences and economic impact of
|
9 | | crime-related violence, including clinical care, |
10 | | long-term care consequences for victims, health |
11 | | services research, medical education, and |
12 | | community-based studies, with the goal of improving |
13 | | the health of the citizens of this State by the |
14 | | significant reduction of crime-related violence. |
15 | | (C) Prevention and treatment of crime-related |
16 | | violence at the
individual, community, and societal |
17 | | levels. |
18 | | (2) The center shall conduct basic, translational, and
|
19 | | transformative research with a mission to provide the |
20 | | scientific
evidence on which sound crime-related violence |
21 | | prevention policies and
programs can be based. Its research |
22 | | shall include, but is not limited to, the
effectiveness of |
23 | | existing laws and policies intended to reduce |
24 | | crime-related violence, including, but not limited to, the |
25 | | criminal misuse of a weapon, and efforts to reduce and |
26 | | deter any criminally violent activities. |

1 | | (3) The center shall work on a continuing basis with
|
2 | | policymakers in the General Assembly and State agencies to |
3 | | identify,
implement, and evaluate innovative crime-related |
4 | | violence prevention
policies and programs. |
5 | | (4) To help ensure a long-term and successful effort to
|
6 | | understand and prevent crime-related violence, the center |
7 | | shall recruit
and provide specialized training |
8 | | opportunities for new researchers,
including experienced |
9 | | investigators in related fields who are
beginning work on |
10 | | crime-related violence, young investigators who have
|
11 | | completed their education, postdoctoral scholars, doctoral |
12 | | students,
and undergraduates. |
13 | | (5) The center may enter into contracts or agreements |
14 | | with any agency or department
of the State of Illinois or |
15 | | any other state or states' agencies, private universities, |
16 | | organizations, or institutions, or the United States to |
17 | | carry out the provisions
of this Act. |
18 | | (6) The center may receive and disburse funds in |
19 | | accordance with the purposes stated
in this Act. |
20 | | (b) On or before
December 31, 2018, and every 5 years |
21 | | thereafter, the University
of Illinois shall transmit |
22 | | programmatic, as well as financial, reports
to the General |
23 | | Assembly and the Governor, including a report on the grants |
24 | | made, pending grants,
program accomplishments, and the future |
25 | | direction of the research center. |
26 | | (c) Subject to the conditions and requirements established

1 | | elsewhere in law, State agencies, including, but not
limited |
2 | | to, the Department of State Police, the Department of
Public |
3 | | Health, the Department of Healthcare and Family Services, and |
4 | | the
Secretary of State, and local agencies, including, but not |
5 | | limited to, sheriffs, state's attorneys, municipal police |
6 | | departments, coroners, and medical examiners shall provide to |
7 | | the center, upon
proper request, the data necessary for the |
8 | | center to conduct its
research. The research center may share |
9 | | any information collected by it with other state violence |
10 | | research centers similar to it and any crime laboratory or |
11 | | violence research center connected with a college or |
12 | | university. |
13 | | (d) The center and all recipients of grants supported by |
14 | | the
research center shall provide copies of their research |
15 | | publications
to the General Assembly and to agencies supplying |
16 | | data used in the
conduct of that research as soon as is |
17 | | practicable following
publication. The center shall establish |
18 | | a website for the purpose of electronically publishing the |
19 | | center's research publications, submitting data or other |
20 | | information, and receiving suggestions for research requests. |
21 | | (e) The Board of Trustees of the University of Illinois |
22 | | shall establish and operate an Impact of Crime-related Violence
|
23 | | Research Center and administer the center and grant program |
24 | | consistent with the principles and goals
of this Act. |
25 | | Section 15. Fund; grants. |

1 | | (a) An Impact of Crime-related
Violence on Public Health |
2 | | Research Center Fund is created as a special fund in the State |
3 | | treasury and shall be used to support the research and |
4 | | activities of the Impact of Crime-related
Violence on Public |
5 | | Health Research Center. Moneys from fees, gifts, grants, and |
6 | | donations received by the center shall also be deposited into |
7 | | the Impact of Crime-related
Violence on Public Health Research |
8 | | Center Fund. The center may also seek
additional federal, |
9 | | State, and private funds. |
10 | | (b) As a supplement to its own research, the Impact of |
11 | | Crime-related
Violence on Public Health Research Center shall
|
12 | | administer a small grants program for research on crime-related |
13 | | violence,
funded through the Crime-related Violence
on Public |
14 | | Health Research Center Fund. All research funds shall be |
15 | | awarded on
the basis of scientific merit as determined by an |
16 | | open, competitive
peer review process that assures |
17 | | objectivity, consistency, and high
quality. All qualified |
18 | | investigators, regardless of institutional
affiliation, shall |
19 | | have equal access and opportunity to compete for
the funds. The |
20 | | peer review process for the selection of grants awarded
under |
21 | | this program shall be modeled on the process used by the
|
22 | | National Institutes of Health in its grantmaking process. |
23 | | Section 105. The State Finance Act is amended by adding |
24 | | Section 5.878 as follows: |
