2 | AMENDMENT NO. ______. Amend House Bill 5729 as follows: | ||||||
3 | on page 12, line 26, by replacing "The" with "Subject to | ||||||
4 | subsection (g) of this Section, the"; and | ||||||
5 | on page 15, line 8, after "requirements,", by inserting | ||||||
6 | "teacher tenure or seniority, teacher or principal | ||||||
7 | evaluations,"; and | ||||||
8 | on page 15, line 11, after "learners.", by inserting "Any | ||||||
9 | waiver or modification of teacher educator licensure | ||||||
10 | requirements must ensure that an appropriately licensed | ||||||
11 | teacher determines or approves the method for assessing | ||||||
12 | competency mastery and determines or verifies whether a student | ||||||
13 | has demonstrated mastery."; and | ||||||
14 | on page 16, immediately below line 18, by inserting the |

1 | following: | ||||||
2 | "(g) For purposes of this subsection (g), "annual cohort" | ||||||
3 | means the group of school districts selected by the State | ||||||
4 | Superintendent of Education to participate in the pilot program | ||||||
5 | during an annual application and selection process. The State | ||||||
6 | Superintendent of Education shall limit each annual cohort of | ||||||
7 | the pilot program as follows: the first 2 annual cohorts shall | ||||||
8 | be limited to no more than 12 school districts, and any | ||||||
9 | subsequent annual cohort shall be limited to no more than 15 | ||||||
10 | school districts. A school district may submit only one | ||||||
11 | application for each annual cohort of the pilot program. The | ||||||
12 | application of a school district having a population exceeding | ||||||
13 | 500,000 inhabitants may not include more than 6 schools. The | ||||||
14 | expansion of a school district's competency-based learning | ||||||
15 | system to a new school or new subject area identified in | ||||||
16 | Section 27-22 of the School Code shall require a new | ||||||
17 | application by the school district.".
