14 | | (12) One member appointed by the president of an

15 | | institution of higher education who teaches college or

16 | | graduate-level government courses or facilitates a program
|
17 | | dedicated to cultivating computer science education. |
18 | | (13) One member appointed by the head of an association
|
19 | | representing principals or district superintendents. |
20 | | (b) The members of the Task Force shall serve without
|
21 | | compensation but shall be reimbursed for their reasonable and
|
22 | | necessary expenses from funds appropriated to the State Board
|
23 | | of Education for that purpose. The members of the Task Force
|
24 | | shall be reimbursed for their travel expenses from
|
25 | | appropriations to the State Board of Education available for
|
26 | | that purpose and subject to the rules of the appropriate travel
|

1 | | control board. |
2 | | (c) The members of the Task Force shall be considered
|
3 | | members with voting rights. A quorum of the Task Force shall
|
4 | | consist of a simple majority of the members of the Task Force.
|
5 | | All actions and recommendations of the Task Force must be
|
6 | | approved by a simple majority vote of the members. |
7 | | (d) The Task Force shall meet initially at the call of the
|
8 | | State Superintendent of Education, shall elect one member as
|
9 | | chairperson at its initial meeting through a simple majority
|
10 | | vote of the Task Force, and shall thereafter meet at the call
|
11 | | of the chairperson. |
12 | | (e) The State Board of Education shall provide
|
13 | | administrative and other support to the Task Force. |
14 | | (f) The Task Force is charged with all of the following
|
15 | | tasks: |
16 | | (1) To analyze the current state of computer science |
17 | | education in
this State. |
18 | | (2) To analyze current computer science education laws |
19 | | in other
jurisdictions, both mandated and permissive. |
20 | | (3) To identify best practices in computer science |
21 | | education in
other jurisdictions. |
22 | | (4) To make recommendations to the General Assembly

23 | | focused on substantially increasing computer science |
24 | | education and the
capacity of youth to obtain the requisite |
25 | | knowledge,
skills, and practices to be educated in computer |
26 | | science. |

1 | | (5) To make funding recommendations, if the Task |
2 | | Force's
recommendations to the General Assembly would |
3 | | require a
fiscal commitment. |
4 | | (g) No later than July 1, 2017, the Task Force shall
|
5 | | summarize its findings and recommendations in a report to the
|
6 | | General Assembly, filed as provided in Section 3.1 of the
|
7 | | General Assembly Organization Act. Upon filing its report, the
|
8 | | Task Force is dissolved. |
9 | | (h) This Section is repealed on July 1, 2018.
|
10 | | Section 99. Effective date. This Act takes effect upon |
11 | | becoming law.
