In order to protect the dental health of all |

children, the owners or official |
| 9 | | custodians of public water supplies shall be in compliance with |
| 10 | | the Department shall promulgate rules to provide for the |
| 11 | | addition
of fluoride to public water supplies by the owners or |
| 12 | | official custodians
thereof. Such rules shall incorporate the |
| 13 | | recommendations on optimal fluoridation for community water |
| 14 | | levels as proposed and adopted by the U.S. Department of Health |
| 15 | | and Human Services and the Centers for Disease Control and |
| 16 | | Prevention and the rules and regulations adopted by the |
