Amends the Illinois Police Training Act. Provides that on or before January 1, 2017, the Law Enforcement Training Standards Board shall adopt rules requiring liability insurance for law enforcement officers and rules providing minimum standards for psychological evaluations for officers including, but not limited to, satisfactory psychological evaluations before serving as an officer and satisfactory psychological evaluations every 5 years. Amends the State Police Act making similar changes for State police officers. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The State Police Act is amended by adding |
5 | | Sections 40 and 45 as follows: |
6 | | (20 ILCS 2610/40 new) |
7 | | Sec. 40. Psychological evaluations. On or before January 1, |
8 | | 2017, the Department shall adopt rules providing minimum |
9 | | standards for regular psychological evaluations for auxiliary, |
10 | | probationary, full-time, and part-time State police officers |
11 | | including, but not limited to, (1) a satisfactory psychological |
12 | | evaluation before a person may serve as a State police officer |
13 | | in any capacity and (2) a satisfactory psychological evaluation |
14 | | every 5 years. |

16 | | Sec. 45. Liability insurance. On or before January 1, 2017, |
17 | | the Department shall adopt rules requiring all auxiliary, |
18 | | probationary, full-time, and part-time State police officers |
19 | | to maintain liability insurance, at an amount to be determined |
20 | | by the Department, for any act committed by the State police |
21 | | officer for which the State or any unit of local government may |
22 | | be held liable. |
