| 4 | | "Section 5. The Illinois Vehicle Code is amended by |
| 5 | | changing Section 3-661 as follows:

| 6 | | (625 ILCS 5/3-661)
|
| 7 | | Sec. 3-661. Illinois Route 66 license plates.
|
| 8 | | (a) The Secretary, upon receipt of all applicable fees and |
| 9 | | applications
made in the form prescribed by the Secretary, may |
| 10 | | issue special registration
plates designated as
Illinois Route |
| 11 | | 66
license plates.
The special plates issued under this Section |
| 12 | | shall be affixed only to
passenger vehicles of the first |
| 13 | | division, motorcycles having an engine over 150cc, or motor |
| 14 | | vehicles of the second
division weighing not more than 8,000 |
| 15 | | pounds.
Plates issued under this Section shall expire according |
| 16 | | to the multi-year
procedure established by Section 3-414.1 of |
|

| 1 | | this Code.
|
| 2 | | (b) The design and color of the special plates shall be |
| 3 | | wholly within the
discretion of the Secretary.
The Secretary |
| 4 | | may, in his or her discretion, allow the plates to be issued as
|
| 5 | | vanity or personalized plates in accordance with Section |
| 6 | | 3-405.1 of this Code.
The plates are not required to designate |
| 7 | | "Land of Lincoln", as prescribed in
subsection (b) of Section |
| 8 | | 3-412 of this Code. The Secretary, in his or her
discretion, |
| 9 | | shall approve and prescribe stickers or decals as provided
|
| 10 | | under Section 3-412.
|
| 11 | | (c) An applicant for the special plate shall be charged a |
| 12 | | $40
fee for
original issuance in addition to the appropriate |
| 13 | | registration fee. Of this
fee, $25 shall be deposited into the |
| 14 | | Illinois
Route 66 Heritage Project
Fund and $15
shall be |
| 15 | | deposited into the Secretary of State Special License Plate |
| 16 | | Fund, to
be used by the Secretary to help defray the |
| 17 | | administrative processing costs.
|
| 18 | | For each registration renewal period, a $27 fee, in |
| 19 | | addition to the
appropriate registration fee, shall be charged. |
| 20 | | Of this fee, $25 shall be
deposited into the Illinois
Route 66 |
| 21 | | Heritage Project
Fund and $2 shall be deposited
into the |
| 22 | | Secretary of State Special License Plate Fund.

| 23 | | (d) The Illinois
Route 66 Heritage Project
Fund is created |
| 24 | | as a special fund in the
State treasury.
Subject to |
| 25 | | appropriation by the General Assembly and distribution by the
|
| 26 | | Secretary, Illinois Route 66 Heritage Project, Inc. shall use
