Amends the Illinois Vehicle Code. Provides for the issuance of a driver's license to a nonresident who becomes a resident of this State for 10 or more consecutive years while that person's driving privileges are revoked in another State.

1 | | AN ACT concerning transportation.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Illinois Vehicle Code is amended by changing |
5 | | Section 6-103.1 as follows: |
6 | | (625 ILCS 5/6-103.1) |
7 | | Sec. 6-103.1. New residents; out-of-state revocation. |
8 | | (a) The Secretary of State may not issue a driver's license |
9 | | to a nonresident who becomes a resident of this State while the |
10 | | new resident's driving privileges are revoked, under terms |
11 | | similar to those provided in Section 1-176 of this Code, in |
12 | | another state ; however, if the person has resided in this State |
13 | | for 10 or more consecutive years prior to submitting an |
14 | | application, that person may apply for licensure under Section |
15 | | 6-208 of this Code if: |
16 | | (1) the laws of the revoking state would allow the |
17 | | person to apply for licensure in that state; |
18 | | (2) the person qualifies to apply for licensure under |
19 | | Section 6-208; |
20 | | (3) the out-of-state revocation is the only revocation |
21 | | of driving privileges for the person; |
22 | | (4) the person has not had any driving offenses since |
23 | | the revocation, and the revocation is the only loss of the |
