AMENDMENT TO HOUSE BILL 3973




2    AMENDMENT NO. ______. Amend House Bill 3973, AS AMENDED, by 
3replacing everything after the enacting clause with the 
4following:



 
5    "Section 5. The University of Illinois Act is amended  by 
6adding Section 90 as follows:
 
7    (110 ILCS 305/90  new)
8    Sec. 90. Commencement speaker; State-appropriated funds 
9prohibition. The University may not use State-appropriated 
10funds to pay an individual to deliver the commencement address 
11at any graduation ceremony conducted by the University, but may 
12use private funds for such purposes.
 
13    Section 10. The Southern Illinois University Management 
14Act is amended  by adding Section 75 as follows:

1    (110 ILCS 520/75  new)
2    Sec. 75. Commencement speaker; State-appropriated funds 
3prohibition. The University may not use State-appropriated 
4funds to pay an individual to deliver the commencement address 
5at any graduation ceremony conducted by the University, but may 
6use private funds for such purposes.
 
7    Section 15. The Chicago State University Law is amended  by 
8adding Section 5-185 as follows:
 
9    (110 ILCS 660/5-185  new)
10    Sec. 5-185. Commencement speaker; State-appropriated funds 
11prohibition. The University may not use State-appropriated 
12funds to pay an individual to deliver the commencement address 
13at any graduation ceremony conducted by the University, but may 
14use private funds for such purposes.
 
15    Section 20. The Eastern Illinois University Law is amended  
16by adding Section 10-185 as follows:
 
17    (110 ILCS 665/10-185  new)
18    Sec. 10-185. Commencement speaker; State-appropriated 
19funds prohibition. The University may not use 
20State-appropriated funds to pay an individual to deliver the 
21commencement address at any graduation ceremony conducted by 
22the University, but may use private funds for such purposes.

2by adding Section 15-185 as follows:
 
3    (110 ILCS 670/15-185  new)
4    Sec. 15-185. Commencement speaker; State-appropriated

6State-appropriated funds to pay an individual to deliver the 
7commencement address at any graduation ceremony conducted by 
8the University, but may use private funds for such purposes.
 
9    Section 30. The Illinois State University Law is amended  by 
10adding Section 20-190 as follows:
 
11    (110 ILCS 675/20-190  new)
12    Sec. 20-190. Commencement speaker; State-appropriated 
13funds prohibition. The University may not use 
14State-appropriated funds to pay an individual to deliver the 
15commencement address at any graduation ceremony conducted by 
16the University, but may use private funds for such purposes.
 
17    Section 35. The Northeastern Illinois University Law is 
18amended  by adding Section 25-185 as follows:

10State-appropriated funds to pay an individual to deliver the 
11commencement address at any graduation ceremony conducted by 
12the University, but may use private funds for such purposes.
 
13    Section 45. The Western Illinois University Law is amended  
14by adding Section 35-190 as follows:
 
15    (110 ILCS 690/35-190  new)
16    Sec. 35-190. Commencement speaker; State-appropriated 
17funds prohibition. The University may not use 
18State-appropriated funds to pay an individual to deliver the 
19commencement address at any graduation ceremony conducted by 
20the University, but may use private funds for such purposes.

 
21    Section 50. The Public Community College Act is amended by

1adding Section 3-65 as follows:
 
2    (110 ILCS 805/3-65 new)
3    Sec. 3-65. Commencement speaker; State-appropriated funds 
4prohibition. A community college district may not use 
5State-appropriated funds to pay an individual to deliver the 
6commencement address at any graduation ceremony conducted by a 
7community college, but may use private funds for such purposes.
 
8    Section 99. Effective date. This Act takes effect upon 
9becoming law.".
