Amends the State Finance Act. Creates the City Colleges of Chicago Fund as a special fund in the State treasury. Amends the Illinois Vehicle Code to provide for the issuance of City Colleges of Chicago plates. Provides that the applicant shall pay an additional fee of $25 for original issuance of the plates, of which $10 shall be deposited into the City Colleges of Chicago Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $25 shall be charged for each renewal, of which $23 shall be deposited into the City Colleges of Chicago Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the City Colleges of Chicago Fund shall be paid as grants to the City Colleges of Chicago Foundation for the purposes of funding and expanding existing scholarship and academic assistance programs; initiating new scholarships; funding projects that support curriculum development; and funding projects that support emerging technologies that enhance the student and faculty experience.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The State Finance Act is amended by adding |
5 | | Section 5.866 as follows: |

7 | | Sec. 5.866. The City Colleges of Chicago Fund. |
8 | | Section 10. The Illinois Vehicle Code is amended by adding |
9 | | Section 3-699.14 as follows: |

11 | | Sec. 3-699.14. City Colleges of Chicago plates. |
12 | | (a) The Secretary, upon receipt of all applicable fees and |
13 | | applications made in the form prescribed by the Secretary of

14 | | State, may issue special registration plates designated as City |
15 | | Colleges of Chicago plates. The special plates issued under |
16 | | this Section shall be affixed only to passenger vehicles of the |
17 | | first division or motor vehicles of the second division |
18 | | weighing not more than 8,000 lbs. Plates issued under this |
19 | | Section shall expire according to the multi-year procedure |
20 | | established by Section 3-414.1 of this Code. |
21 | | (b) The design and color of the special plates shall be |

1 | | wholly within the discretion of the Secretary, except that the |
2 | | City Colleges of Chicago logo and colors shall be on the plates |
3 | | along with the phrase, "City Colleges of Chicago". Appropriate |
4 | | documentation, as determined by the Secretary, shall accompany |
5 | | each application. |
6 | | (c) An applicant shall be charged a $25 fee for original |
7 | | issuance in addition to the appropriate registration fee, if |
8 | | applicable. Of this fee, $10 shall be deposited into the City |
9 | | Colleges of Chicago Fund and $15 shall be deposited into the |
10 | | Secretary of State Special License Plate Fund. For each |
11 | | registration renewal period, a $25 fee, in addition to the |
12 | | appropriate registration fee, shall be charged. Of this fee, |
13 | | $23 shall be deposited into the City Colleges of Chicago Fund |
14 | | and $2 shall be deposited into the Secretary of State Special |
15 | | License Plate Fund. |
16 | | (d) The City Colleges of Chicago Fund is created as a |
17 | | special fund in the State treasury. All moneys in the City |
18 | | Colleges of Chicago Fund shall be paid, subject to |
19 | | appropriation by the General Assembly and distribution by the |
20 | | Secretary, as grants to the City Colleges of Chicago Foundation |
21 | | for the purposes of funding and expanding existing scholarship |
22 | | and academic assistance programs; initiating new scholarships; |
23 | | funding projects that support curriculum development; and |
24 | | funding projects that support emerging technologies that |
25 | | enhance the student and faculty experience.
