| 1 | | AN ACT concerning local government.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Counties Code is amended by changing Section |
| 5 | | 6-1003 as follows:
|
| 6 | | (55 ILCS 5/6-1003) (from Ch. 34, par. 6-1003)

| 7 | | Sec. 6-1003. Further appropriations barred; transfers. |
| 8 | | After
the adoption of the county budget, no further |
| 9 | | appropriations shall be made
at any other time during such |
| 10 | | fiscal year, except as provided in this
Division. |
| 11 | | Appropriations in excess of those authorized by the budget in |
| 12 | | order to meet an immediate emergency may be made at any meeting |
| 13 | | of the board by a two-thirds vote of all the members |
| 14 | | constituting such board, the vote to be taken by ayes and nays |
| 15 | | and entered on the record of the meeting. After the adoption of |
| 16 | | the county budget, transfers of appropriations may be made |
| 17 | | without a vote of the board; however transfers of |
| 18 | | appropriations affecting personnel and capital Transfers from |
| 19 | | one appropriation of any one fund to another of
the same fund, |
| 20 | | not affecting the total amount appropriated, may be made at
any |
| 21 | | meeting of the board by a two-thirds vote of all the members
|
| 22 | | constituting such board, the vote to be taken by ayes and nays |
| 23 | | and entered
on the record of the meeting, provided for any type |
